This Law consisting of 56 articles divided in V Sections aims at establishing a land reclamation project to irrigate the land and prepare it for being cultivated. The Minister of Irrigation in agreement with the Minister of Agriculture and Agrarian Reform may decide land reclamation with a resolution announcing the date of commencement of works in the designed area and the body that undertakes or supervises them. The Ministry of Irrigation shall establish a technical committee with the following tasks: describe properties, plants and crops involved in the project; assess compensation resulting from deprivation of land investment and installations; determine the compensation resulting from the destruction of plants and facilities in case must be destroyed. In each province where the land reclamation has been carried out, shall be formed one or more committees, by a decision of the Minister of Irrigation, with the mission of reclaimed land distribution to the rights-holders. The Committee on reclaimed land distribution shall issue a decision to distribute land. The appeal against this decision to the Committee has to be presented within fifteen days following the announcement. The Minister of Irrigation in agreement with the Minister of Agriculture, after taking the General Union of Peasants opinion, designates the authority supervising the investment in reclaimed areas. Rights-holders shall execute the instructions given by the supervising authority, while the supervising authority shall set upper and lower limits for the amount of water supplied to the reclaimed land depending on the nature of the land and the need for the plantings and shall monitor the distribution of water and its good use.The V Sections are entitled as follows: Agricultural Lands Reclamation (I); Reclaimed Land Distribution (II); Reclaimed Land Investment (III); Sanctions (IV); General provisions (V).
