Article 12 shall be amended to add the following wording: “In case of identification of a burial ground of victims of mass repressions local government must submit to the regional executive body application for insertion of this site having the characteristics of an object of cultural heritage for insertion in the state register, accompanied by the description of its historic and cultural value and mapping of the area”.

Founded in the 12th century, the Principality of Muscovy was able to emerge from over 200 years of Mongol domination (13th-15th centuries) and to gradually conquer and absorb surrounding principalities. In the early 17th century, a new ROMANOV Dynasty continued this policy of expansion across Siberia to the Pacific. Under PETER I (ruled 1682-1725), hegemony was extended to the Baltic Sea and the country was renamed the Russian Empire. The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of
