To ensure environmental sustainability, development of socioeconomic sectors adapted to climate change, reduction of vulnerabilities and risks, and mitigation of GHG emissions as well as promoting economic effectiveness and efficiency and implementation of ‘green growth’ policies, the Parliament of Mongolia developed the National Action Program on Climate Change (NAPCC) to be implemented, in two phases, within 2021. This sectoral national-wide document will help Mongolia create the capacity to adapt to climate change and establish a foundation for green economic growth and development.To reach the aforementioned overall goal, the Program defines the following five strategic objectives: (i) Set the legal environment, structure, institutional and management frameworks for addressing on climate change; (ii) Maintain environmental sustainability and reduce socio-economic vulnerabilities and risks through strengthening the national climate change adaptation capacity; (iii) Mitigate GHG emissions and establish a low carbon economy through the introduction of environmentally friendly technologies and improvement in energy effectiveness and efficiency; (iv) Enhance the national climate observation, research and monitoring network and strengthen employees’ capacity; and (v) Conduct public awareness campaigns and support citizen and community participation in actions against climate change. The two implementation phases are: 2011 – 2016 a first preparatory phase, and 2017 – 2021 is the time when climate change adaptation measures will be implemented and GHG mitigation actions will commence.In the framework of a policy to improve the resilience of the population to disasters caused by climate change, the NAPCC proposes a series of actions to help agriculture and forestry to be more productive and sustainable. These actions are: (i) extend irrigated agriculture through the use of drought resistant crops, and water saving and soil protection technologies; (ii) pay particular attention to programs targeted at the vulnerable sectors, such as health, livestock, agriculture, water resources and water supply; (iii) improve land use efficiency, increase re-use of abandoned crop lands, impede cultivation of wilderness; (iv) enhance management systems for natural forest conservation and implement key ecological restoration programs; (v) implement activities on restriction of using wood and shrubs for local fuel supply in high desertification areas; and (vi) protect forests from harmful insects, ban illegal logging and implement measures against forest resource depletion.To enable a more inclusive and efficient agricultural and food systems, the Policy aims at encouraging individuals, community groups, non-governmental organizations and companies to take actions in response to climate change, run ‘green’ businesses, and support the consumption of ‘green’ products.As for the Governance, it is proposed to create a dedicated institution for coordinating inter-sectoral issues related to addressing to climate change as well as a review of the existent legislation and the development of new laws, regulations, policies and measures favorable to GHG mitigation and climate change adaptation activities. An efficient monitoring system needs to be implemented to control the following areas: the hydrology and meteorology systems, the energy consumption, surface and ground water and tropical disease vectors and transmitters.
