This Order defines the organizational principles for the conservation of degraded and low-yielding land whose economic use is environmentally hazardous and economically inefficient, as well as technogenically contaminated land plots, on which it is impossible to obtain ecofriendly products, and the presence of people on these land plots is dangerous for their health. This mandatory Procedure applies to executive bodies and local self-government, who transfer public land plots or municipal land plots in ownership or tenancy in accordance with the authority, and also to land owners and land tenants. Conservation of land is carried out through the termination of their economic use for a specified period and planting or afforestation. Conservation of land is performed in the following cases: (a) disturbance of the land surface due to earthquakes, landslides, karst formation, flood; (b) eroded lands, waterlogged lands with high acidity or salinity and soils contaminated with chemicals and other types of contamination that are dangerous for human health; (c) low-yielding land whose soils are characterized by negative natural conditions and low fertility; and (d) land with high radiation level due to radioactive contamination or contaminated with heavy metals and other chemical agents.
