These Regulations are enacted in order to develop professional farms, promote land circulation, safeguard the legitimate interests of farmers and professional farms, and accelerate the process of urbanization. The Regulations consist of 33 Articles.The professional farm as mentioned in these Regulations refers to the agricultural production economic organization that deals with the large-scale operation of rural land on the basis of contracted management of rural households.The Regulations make provisions for: the conditions for the application and approval of establishment of professional farms, requirements and rules for land circulation, supporting policy and measures, etc.
