This National Target Program is a multi-sectoral policy document. The scope of the Program is to identify the main directions of the state policy in the field of water management in order to meet the needs of the population and sectors of the national economy in water resources, preservation and reproduction of water resources, implementation of the integrated water resources management system on the basin principle, restoration of the role of reclaimed land in the food and resource provision of the state, optimization of water consumption, prevention and elimination of harmful effects of water.The solution of the problem envisages three scenarios: (1) introduction of a mechanism of state influence on the development of the water sector, which will accelerate transformation processes, but because of insufficient level of budget financing is not considered optimal; (2) liberalization of economic relations, which will facilitate transformation processes and ensure the development of water management, but will not allow to achieve positive results in the short term; and (3) optimal - systematic implementation of state policy in the sphere of water management, use of resources of the state and regions in order to provide innovative and investment development of the water sector, which will give an opportunity to improve the efficiency of state water resources management.The solution of the problem can be performed in the following ways: (a) harmonization of the Ukrainian legislation with international norms; (b) ensuring stable water monitoring; (c) introduction of integrated water management based upon basin principle; (d) improvement of water management technology, rational rates of water use and modernization of water supply and sewerage system; (e) construction and reconstruction of waterworks, development of integrated schemes of flood protection and forecasting floods; and (f) ensuring the development of land reclamation and improvement of the ecological condition of irrigated and drained lands, in particular the restoration of the functioning of the water management and reclamation complex, reconstruction and modernization of reclamation systems and their structures, engineering infrastructure of reclamation systems with the creation of integrated technological complexes, introduction of new methods of watering and drainage of land, and application of waters saving and energy-saving, environmentally safe irrigation and water regimes. This National Target Program establishes as priority provision ensuring centralized water supply of rural areas, which use imported water through construction of modern potable water supply system and development of sewerage system; protection of rural areas and agricultural land against flooding. In relation to ecological improvement the Dnieper river basin and improvement of the quality of potable water it is envisaged ecologically safe operation of Dnieper reservoirs, prevention of groundwater pollution, introduction of closed (wasteless) systems of industrial water supply and reuse of sewerage.One of the expected results shall be reduction on the dependence of agricultural crops cultivation from unfavorable weather conditions, ensuring functioning of reclamation systems and improvement of the status irrigated and drained land.
