The Foundation for Ecological Security (FES) supported a scoping study to understand the range of post CFR issues in the central Indian landscape, especially in the states of Madhya Pradesh, Chhattisgarh, Jharkhand and Odisha. It also proactively sought to draw experiences from states such as Maharashtra and Kerala where established mechanisms related to post CFR issues have been implemented through various partnerships.
The objective was to understand how these rights are playing out in different context and whether they are influenced by factors such as the historical interaction of particular forest dwelling or tribal community with a forest, whether rights are sought for use or conservation, nature of support from government agencies/institutions, capacities of the Gram Sabhas and nature of external threats to land posed to a CFR area.
It is through this understanding that a key set of problems could be identified which would need either collective agency of rights holders, NGOs, government departments and researchers or locale specific interventions through a coordinated effort.
