Grant Solicitation: Support for Environmental Defenders | Land Portal

ILRG II seeks concept papers for the Environmental Defenders Grant Fund, designed to support environmental defender organizations with the resources necessary to enhance their impact in addressing the land-related root cause of threats, and ensure the long-term sustainability of their vital work: Grant Solicitation: ILRG II-RFA-001 (site.com).

This solicitation will be carried out in multiple phases, with responses accepted in English, French, Portuguese, or Spanish. In this Phase 1, applicants are requested to submit brief concept papers. Following the Phase 1 screening and evaluation process, applicants whose concept papers are deemed to be responsive to this opportunity and demonstrate a strong link to ILRG II objectives, will be invited to submit a full application under Phase 2.

ILRG II expects to award up to four grants between $150,000 to $300,000 each, for a term of 18 to 36 months, though this may vary depending on each proposed activity’s scope and objectives. This grant program has a particular focus on regions and countries with a high level of threat to environmental defender groups and their territories. These regions include Latin America & the Caribbean (LAC), Asia, and Sub-Saharan Africa. Applicants must propose to work in one or more of the countries prioritized by USAID ILRG II, as indicated in the grant solicitation.

Objectives:

The objectives of this program are multifaceted, aiming not only to provide financial support but also to strengthen the capacity of these organizations in critical areas:

  1. Strengthening defender work through tenure-focused solutions, potentially including initiatives for documenting land rights, monitoring threats, supporting legal assistance, strengthening organizational capacity in legal advocacy and redress mechanisms, fostering dialogue between defenders and the private sector informed by FPIC protocols, strengthening community advocacy networks, or other solutions.
  2. Identifying replicable and scalable solutions, with a focus on approaches proven to be effective.
  3. Addressing specific needs of marginalized groups, including Indigenous Peoples, Afro-descent populations, women, and/or youth environmental defenders who often face heightened risks and are critical to the success of environmental and land rights movements.
  4. Promoting long-term sustainability through capacity strengthening, including to support eligibility for further funding from large-scale donors like the Tenure Facility and others.
  5. Emphasizing the role of innovation and technology in environmental defense by supporting the adoption and implementation of innovative tools for territory mapping, monitoring, and rights documentation.
