For centuries China stood as a leading civilization, outpacing the rest of the world in the arts and sciences, but in the 19th and early 20th centuries, the country was beset by civil unrest, major famines, military defeats, and foreign occupation. After World War II, the communists under MAO Zedong established an autocratic socialist system that, while ensuring China's sovereignty, imposed strict controls over everyday life and cost the lives of tens of millions of people. After 1978, MAO's successor DENG Xiaoping and other leaders focused on market-oriented economic development and by 2000 output had quadrupled. For much of the population, living standards have improved dramatically and the room for personal choice has expanded, yet political controls remain tight. Since the early 1990s, China has increased its global outreach and participation in international organizations.

Provisions on the Administrative Response to the Legal Proceedings of Land and Resources.

The purpose of these Provisions is to standardize the administrative response to litigation of land and resources, protect the legitimate rights and interests of citizens, legal persons and other organizations. The Measures contain 37 Articles.The Provisions govern the land and resources competent authorities' activities of participating in administrative proceedings according to law. Article 14 provides for the circumstances where the officers in charge of the land and resources competent authorites shall appear in court to respond.

The Measures, containing 46 Articles divided into 9 Chapters, provide for the preparation, examination and approval, implementation, revision and supervision of the overall land use planning. The overall land use planning is divided into five levels: national, provincial, municipal, county and township (town) level. The village land use planning is an important part of the overall land use planning of the township (town).

These Measures, consisting of 20 Articles, aim to strengthen land management and regulation, strictly implement the land use control, and effectively protect arable land.The Measures provide for the requirements, procedures and rules to be satisfied for the preparation, issuance, implementation, supervision and assessment of the annual plans for land use.

According to Article 7 of the Measures for Land and Resources Administrative Penalties, the Ministry of Land and Resources shall have jurisdiction over major or complicated cases concerning land and resources occurred nationwide and those cases that should be under its jurisdiction as set forth in the law and regulation. This Decree provides for the definition of the major or complicated cases.
