This report reviews trends since the GLF in Dakar in May 2015 to the GLF in Bandung in September 2018. It draws on 21 submissions from 18 ILC members and three ILC initiatives, covering a total of 30 countries across different continents. The submissions were made in response to an open call issued by the ILC Secretariat in March 2018. They provided insights about some of the issues that members are grappling with.

Perder la Vida por Defender la Tierra

Entre el 6 y el 10 de agosto del presente año, 2018, se realizó la visita de una misión internacional a Guatemala integrada por miembros de la Coalición Internacional para el Acceso a la Tierra (ILC, por sus siglas en inglés), de la Alianza Mundial por la Participación Ciudadana (Civicus), de Frontline Defenders y por un reportero del periódico británico The Guardian. Asimismo, la Pastoral de la Tierra Nacional de la Conferencia Episcopal de Guatemala, y la Unidad de Protección a Defensoras y Defensores de Derechos Humanos Guatemala (Udefegua) acompañaron a la misión.

Making Rangelands More Secure

The topic of how best to make rangelands secure for local rangeland users is one of ongoing debates. The very nature of rangeland use – the need for landscape level planning incorporating spatially and temporally variable resources, and for recognising the multiple layers of use by multiple actors presents complexity that is not easily accounted for by the often inflexible and simpler land tenure systems that governments prefer to introduce.

The Association for Rural Advancement (AFRA) partnered with the Legal Resources Centre (LRC), a South African human rights organisation, to launch a class action lawsuit against the Government of South Africa on behalf of a class of farm dwellers known as labour tenants. Under the 1996 Land Reform (Labour Tenants) Act, labour tenants were granted rights to apply for ownership of the land they occupied. However, the government has failed to implement this law, and 19,000 labour tenant claims remain pending.

The International Land Coalition’s Commitment 8 seeks to ensure transparency and accountability, through unhindered and timely public access to all information that may contribute to informed public debate and decision-making on land issues. ILC’s Database of Good Practices provides concrete examples and guidance to Coalition members and partners on how to achieve this commitment.
