Uttaran in partnership with Manusher Jonno Foundation and CARE has been implementing SALE (Sustainable Access to Land Equality) project funded by European union in three upazilas of Bangladesh. The development goal of this project is to strengthen access to land and property rights for all citizens, especially the poorest segments. Mainly, the project intends to promotion of effective, transparent and accountable land governance practices towards access to equitable land and property rights for the poorest community.

Land survey and settlement is an irregular work therefore most land owners are ignorant or unconscious about this matter, as a result later on they fall in trouble about ownership. Especially, poor and marginalized land owners are mostly affected. At the time of survey the land owner face a great problem if the land is not recorded properly. Participation of people are really limited in most publicly administrated government works. As there is no participation of people, lots of great idea turn into failure. It is important to know and understand any people related works.

A National Level Consultation meeting on draft National Land Policy conducted on August 8, 2016. The national level consultation meeting was jointly organized by Strengthening Access to Land Equality for All Citizens of Bangladesh Project and Sustainable Access to Land Equality Project. With the leadership of Ministry of Land, Government of the People’s Republic of Bangladesh along with 12 relevant ministries has been working in the technical committee for drafting the policy.

Developing a coherent Institutional Arrangement at Upazilla Level through Integrated Digital Land Record System (IDLRS) is a crucial works have been accomplished in regard to developing a coordinated institutional arrangement through IDLRS. The most important is bringing IDLRS into a state where test operation has started consistent with the schedule and modalities that was acceptable to the AC Land Office, Sub-Register Office and other Land Offices in Manirampur. Uttaran began work on the Sustainable Access to Land Equality (SALE) project to ensure transparency and accountability in land governance in December 2012. The project engaged communities in three pilot upazilas - to raise the awareness of vulnerable landowners about land administration, and to effect transparent processes for selecting landless people and for state land settlement.

SALE project organized a workshop on monitoring and evaluation framework at proshika HDRC trust, koitta, Manikhonj from 08-09 October, 2013. It was mainly two days workshop for SALE project staff. Amar Krishna Baidya, TC- Knowledge Management Care Bangladesh facilitated the workshop program in association with Project Coordinator Mr. Mamun Ur Rashid of SALE project and Head of Participatory Monitoring & Evaluation (HPM&E) Mrs. Suraiya Ferdous.

The land project of Uttaran combines a variety of interventions that, as a whole, should lead the reduction of extreme poverty and conflicts related to land and property ownership. This  document describes an M&E framework that will serve to document the progress of project interventions as well as describe or estimate impacts on land and property rights for all citizens especially the poorest part of the targeted community.

Land sector is the part of the people's rights and governance as land administration clearly linked with people and land. Uttaran's staff and other team members need to know clearly about the rights and governance and how it linked with land registration. The training was organised by the Manusher Jonno Foundation and other external facilitators.
