This Legislative Decree, composed of 50 Chapters, approves the basic Order on Urban and Spatial Planning. In particular, it provides a classification of land comprised under the national territory and defines the basic principles undergoing spatial planning and management. Particular attention is paid to the institution of an integrated management system involving national and local administrations, as well as the provision of framework contracts as urban planning tools.

The present Decree, which repeals Decree of 22 February 2006 on the landfill of waste, establishes the regulatory framework applicable to the installation and functioning of waste landfills. In addition, it sets out measures for the measurements and checks to be carried out by establishments engaged in the landfill of waste with a view to preventing emissions into the atmosphere and waters. Furthermore, the Decree lays down conditions for waste management.

This Decree, composed of one article and one Annex, approves the Regulation on Environmental Quality and Effluents’ Emissions. The aim is to define environmental quality patterns for granting an effective control and management of pollutant concentration levels in environmental components. The annexed Regulation is composed of 26 articles and 6 annexes divided in six Chapters. It defines air quality standards and emission requirements, water classification according to the uses and related quality control requirements with special regards to potable water.

The present Ordinance lays down provisions relating to the granting of financial contributions for the conservation of natural flora in the Canton of Appenzell Inner-Rhoden and establishes measures relating to biological qualities of plots of land. The Agriculture and Forestry Office is charged with the implementation of the present Ordinance. The text consists of 11 articles divided into 4 Parts as follows: General provisions (I); Biological quality and harmonization of ecological measures pertaining to plots of land (II); Subsidies (III); Final provisions (IV).

This Decree-Law is composed of 44 articles and three annexes divided in six Chapters. It regulates prevention and control measures against the pollution caused by certain activities, with the aim of reducing their impact over air, water, noise and soil. The list of activities is provided in the annexes, as well as the maximum emission values allowed. It requires environmental impact assessment and regular inspections over hazardous substances and illicit marine pollution. Particular attention is paid to environmental licensing.

The purpose of the present Ordinance is to protect and conserve valuable living space and landscape through compliance of ecological requirements in agriculture. In particular, it regulates the financial contributions of the Canton to attain such results. The cultivation, maintenance and use of certain areas shall maintain their characteristic plants. According to article 12 the amount of contributions depends on various factors thereby envisaged. Part 5 deals with details of contracts made for particular cultivations.

Enforcement Decree of the Soil Environment Conservation Act.

The purpose of this Decree is to prescribe matters necessary for the enforcement of the Soil Environment Conservation Act.The Minister of Environment shall formulate a basic plan for soil conservation and a regional soil conservation plan (art. 4). In case where the State, a local government or a soil-related specialized agency inflicts loss to other persons it shall compensate for such loss under the conditions as determined by article 5.

The purpose of this Act is to preserve the environment in Svalbard and in particular to protect wilderness, landscape elements, flora, fauna and cultural heritage. The Act shall apply to the entire land area of Svalbard and its waters within the territorial limit. The Act consists of 103 sections divided into 10 Chapters.The Act defines the environmental protection authorities for Svalbard.
