The formulation and evaluation of agricultural projects in Africa

The object of this paper is to emphasize some of the special characteristics of agricultural projects particularly in Africa and put forward a general- outline for their formulation and appraisal with the hope that more projects in future will be examined in a comprehensive fashion. Although some of the details may not be applicable, or may not be available, for the wide variety of projects which fall within the agricultural field the general considerations should apply to all of them.

This report falls under Operational Activities within the context of the Program of Work and Priorities of the ECA/SRDC-SA for the 2000-2001 Biennium. It is consequential to my participation at the Second COMESA Meeting of the Committee on Agricultural Cooperation. The substantive agenda of the meeting consisted of 15 reports. Two of the Reports namely the "Draft COMESA Agricultural Strategy", and the "Challenges and Opportunities of the COMESA Free Trade Area: An Agenda for Sustainable Agricultural Development" emanated from major studies which were undertaken by consultants.

From "being a relatively minor activity principally concerned with the training of junior field staff for work in agricultural extension, forestry and animal health, technical education and training in food and agriculture are now universally recognized as key factors in the whole process of economic and social development in African countries.

Some of these organizations have in turn sponsored interstate enterprises or organizations, which are run either under their own jurisdiction or independently.
