Esta Ley complementa las normas locales sobre pastoreo basadas fundamentalmente en los usos y costumbres. Se aplica a los pastos en régimen común, a las zonas tradicionalmente destinadas al pastoreo así como a otras áreas situadas en la inmediata proximidad de las de pastoreo (arts. 1º-3º). Las ocupaciones de montes con fines de pastos derivan de una concesión y los beneficiarios quedan obligados al pago de un canon anual.

El Código nacional de recursos naturales renovables y de protección del medio ambiente, consta de 340 artículos organizados en dos libros: Del Ambiente (Libro Primero) y De la Propiedad, Uso e Influencia Ambiental de los Recursos Naturales Renovables (Libro Segundo).

El Reglamento consta de 288 artículos y reglamenta las normas relacionadas con el recurso agua en todos sus estados. Declara, a tenor del artículo 1º del Decreto Nº 2811/74, de 18 de diciembre de 1974, que la preservación y manejo de las aguas son de utilidad pública. La administración y manejo del recurso hídrico corresponde al Instituto Nacional de los Recursos Naturales Renovables y del Ambiente (INDERENA), salvo cuando haya sido adscrita a otras entidades.

The Regulations provide for the Tribunal and Related Matters (Part I); concerning application to and procedures before the Tribunal, and General (Part II) concerning the use of roads in concessions, fees and the revocation of concessions.

The present Law distinguishes between five types of property:(1) State property, which includes "material and technical basis of the society under state control" and assets used in operations carried out by the state. According to article 4, paragraph 2, the state may grant the right to use natural resources (land, water, forests) to other organizations, economic units and individuals.

Ce décret fixe les modalités de gestion du domaine national. Les dépendances de ce domaine non occupées ou non exploitées sont attribuées par voie de concession provisoire, qui peut être transformée en bail ou concession définitive. Le chapitre II réglemente la procedure et les modalités d'attribution des concessions provisoires, le chapitre III celles des concessions définitives et du bail. Le chapitre IV porte la structure, l'organisation et les attributions de la Commission consultative.

This Law is composed of 6 articles: public desert areas can be rented at nominal rates for investment projects (art. 1); the transfer of property will be completed after the realization of the project and effective production (art. 2); the rent period must not exceed (40) years, renewable as long as the project continues (art. 3); such land is to be used only for the designated objective (art. 6).

This Act establishes the general bases of the Agricultural Reform. The first part deals with a historical view of Cape Verdean life illustrating the different and traditional ways of exploiting agriculture, livestock and all other resources. The Act establishes the bases for the organization and accomplishment of the agricultural reform.
