Marc Wegerif, of the Human Economy Program within the Centre for the Advancement of Scholarship at University of Pretoria, was presenting at the 2019 Conference on Land Policy in Africa (CLPA) in Abidjan Cote d’Ivoire on 28th November 2019. The theme of the CLPA was “Winning the fight against Corruption in the Land Sector: Sustainable Pathway for Africa’s Transformation”.
It is my privilege to address you, on behalf of the Executive Secretary of the United Nations Economic Commission for Africa, Dr. Vera Songwe, and welcome you to the 3rd Conference on Land Policy in Africa.
I would like to extend our gratitude to the Republic of Cote D’Ivoire and the African Development Bank for hosting the third Conference on Land Policy in Africa. As the host institution of the second land conference, we recognize the tremendous effort that goes into hosting this conference.

As we gather here today, so much has been achieved over the past decade. And yet we know that a great deal of work still remains to be done.
Next week the Conference on Land Policy in Africa (CLPA) - Winning the Fight against Corruption in the Land Sector: Sustainable Pathway for Africa’s Transformation, will take place in Abidjan. The African Union recognises that corruption is a key factor hampering efforts at promoting governance, socio-economic transformation, peace and security, and the enjoyment of human rights in the Member States.
Last week the World Cocoa Foundation, a membership organization of more than 100 cocoa companies, held its annual partnership meeting in Berlin, Germany. The aim of the meeting is for governments, cocoa companies and farmers to identify and tackle the sector’s largest sustainability challenges. A 90-minute session was devoted to the topic of land tenure. The prominence of the session, as well as the seniority of the presenters – the Head of Sustainable Sourcing for Hershey’s and the Deputy Director General of Cote d’Ivoire’s Land Agency among them – is a powerful signaling effect.
Over the past year, during my work in western Uganda, I have had the opportunity to get to know Paolyel Onencan. Paolyel is the Executive Director of Buliisa Initiative for Rural Development Organisation (BIRUDO). Paolyel and his BIRUDO colleagues are doing good work around Uganda’s oil and gas development in the Albertine Graben, by helping families get better deals on compensation from the oil companies (Total and China National Offshore Oil Company) working in the region.
In 2018, every week more than three people were murdered, defending their land and environment from destructive industries like mining, logging and agribusiness. These killings represent the extreme end of a spectrum of violence and threats directed at land rights defenders.
I think the engagement with Illovo is a good start. … [the Project] has provided a platform for Illovo to engage with [us], which is not only a benefit to Illovo, but to the community. It opens up dialogue. In the future…, we’d love for Illovo to come to (us) and ask us to get involved.

In recent years, numerous companies have made commitments to better recognize and respect land rights throughout their supply chains. Although making such commitments is a critical first step towards achieving more responsible investments, many companies still struggle with how to practically implement those commitments.
This data story gives an overview of current land grabbing databases, their lack of spatial information and how remote sensing datasets can overcome this lack when being used to detect large scale agricultural production schemes.
