Most developing countries have less than 30 percent cadastral coverage. This means that over 70 percent of the land in many countries is generally outside the land register. This has caused enormous problems for example in cities, where over one billion people live in slums without proper water, sanitation, community facilities, security of tenure or quality of life. This has also caused problems for countries with regard to food security and rural land management issues.

This project paper concern to introduces the following changes in the Ukraine, Rural Land Titling and Cadastre System Development Project, which into account difficulties experienced with completing the legal framework for parts of the project due to institutional rivalries that have not been resolved. The project included a part that was supposed to establish a unified registration system covering both urban and rural areas and it included funding for the transformation of the State Land Cadastre Center (SLCC) to implement this activity.

Coastal Land Tenure Reform COSTA RICA - Socio Environmental CONFLICTS

This work aims to contribute to the debate on social conflicts generated by coastal development and the process of land tenure reform as a conflict resolution mechanism. We will present the case of the Territorios Costeros Comunitarios reform movement (TECOCOS) currently mobilized in Costa Rica and integrated by over 60 coastal communities. This reform movement initiated in reaction to a recent wave of planned evictions threatening specific coastal communities on the Pacific Coast of Costa Rica, following a decade of aggressive coastal tourism development.
