The first year of the 2004-2009 Strategic Plan saw much greater and systematic efforts on regional and international partnerships, including collaboration with national government and non-governmental institutions. At the same time, organizational expansion required some restructuring and more robust planning and management systems. RECOFTC's role as a non-partisan facilitator of improved community forestry has been enhanced with a strong focus on learning processes to strengthen the capacity of stakeholders.

Local communities and state forest actors, such as Protection Forest Management Boards (PFMBs), State Forest Companies (SFCs), play equally important roles in forest resource management. Yet local communities have limited legal rights. This is one reason that leads to a lack of forest ownership for local communities. In order to support local communities to effectively engage in sustainable forest management and livelihood development, a fuller set of rights should be legally given to them.

In Vietnam, forests have been under state stewardship for a long time. Degradation of forest resources under state management together with the high costs of forest protection has led to increased involvement of local people in forest management. Since the early 1990s, the Government of Vietnam (GOV) has been promoting the allocation of forest rights to local people as the foundation for development of community forest management (CFM). The initiative, known as Forest Land Allocation (FLA), has been undertaken in various parts of the country, with mixed results.

In most countries in the region, local communities' use of forest resources is strictly regulated. The strategy of managing forests through stringent protection and regulation has in fact not been very successful in protecting forests in Asia, and has resulted in conflicts between enforcement officers and communities. New strategies are required that acknowledge the high costs and conflicts in classical protected area management approaches and look at complementary strategies for achieving conservation by working with, rather than against, local communities.

The 19th Conference of Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) was held in Warsaw, Poland, 11–22 November 2013. The outcomes of COP 19 are expected to have a significant impact on developments in the field of forests and climate change over the coming year. In view of this, forest sector stakeholders in the Asia-Pacific region require succinct and accurate information on the implications of COP 19 discussions and their significance to forest policy decisions and practice.

Of Cambodia's total area of 18 million ha, about 57 percent (10 million ha) was covered by forest in 2009. Most of the population is concentrated in the plains, with an estimated 4 million villages living in or near forest areas, using forest resources to sustain their livelihoods. Under the National Forest Program (2010-2029), where community forestry is a major component, the Cambodian government targets to bring 2 million ha of forest under community management.  

Social forestry education in ASEAN: An assessment of current practices and recommendations for the future

This assessment, first of its kind, gives an overview of how social forestry is taught at universities in the region and provides recommendations to improving current practices. 

It fills an important data gap that exists in today's social forestry sector and will help different stakeholders, including universities, employers and social forestry graduates, understand one another's needs, which will improve social forestry education in ASEAN.
