RECOFTC Country Engagement Strategy - Viet Nam

Institutional & promotional materials
May, 2015
Vietnam

Two-thirds of Viet Nam's land area of 33 million ha is mountainous. Almost half of the land area is classified as forest, with one-quarter of Viet Nam's 90 million people living near or in forest lands. Many of them belong to 53 ethnic minority groups. There is a high correlation between the incidence of poverty and forests. Forest tenure reforms initiated in the 1990s, have resulted in considerable diversification of tenure arrangements, with almost 30 percent of the forest land under management by local people, either by individual households or village communities.

Community Forestry Adaptation Roadmaps to 2020 for Asia

Policy Papers & Briefs
October, 2014
Cambodia
Laos
Nepal
Thailand
Vietnam

There is a vast and unrecognized opportunity for community forestry to strengthen national resilience to climate change through diversifying rural livelihoods, increasing food security, leveraging social capital and knowledge, advancing disaster risk reduction and regulating microclimates. However maximizing the role for community forestry in climate change is an area where clear guidance and recommendations are lacking.

Appropriate Small-scale Forest Harvesting Technologies for Southeast Asia: Chainsaws

Training Resources & Tools
November, 2015
South-Eastern Asia

The introduction and safe use of chainsaws is arguably the biggest improvement in small-scale forestry harvesting. Felling timber with chainsaws can be accomplished over a relatively short period of time while requiring only a small investment – that is, if laws allow the use of this type of machinery and if service providers for training, maintenance and supply of spare parts, as well as additional support, is in place.

South-Eastern Asia

The first year of the 2004-2009 Strategic Plan saw much greater and systematic efforts on regional and international partnerships, including collaboration with national government and non-governmental institutions. At the same time, organizational expansion required some restructuring and more robust planning and management systems. RECOFTC's role as a non-partisan facilitator of improved community forestry has been enhanced with a strong focus on learning processes to strengthen the capacity of stakeholders.

Balancing Rights and Roles of Local Community: The Way Forward for Sustainable Management of Forest Resources

Policy Papers & Briefs
December, 2015
Vietnam

Local communities and state forest actors, such as Protection Forest Management Boards (PFMBs), State Forest Companies (SFCs), play equally important roles in forest resource management. Yet local communities have limited legal rights. This is one reason that leads to a lack of forest ownership for local communities. In order to support local communities to effectively engage in sustainable forest management and livelihood development, a fuller set of rights should be legally given to them.

Realizing Forest Rights in Vietnam: Addressing Issues in Community Forest Management

June, 2011
Vietnam

In Vietnam, forests have been under state stewardship for a long time. Degradation of forest resources under state management together with the high costs of forest protection has led to increased involvement of local people in forest management. Since the early 1990s, the Government of Vietnam (GOV) has been promoting the allocation of forest rights to local people as the foundation for development of community forest management (CFM). The initiative, known as Forest Land Allocation (FLA), has been undertaken in various parts of the country, with mixed results.

Contribution of Community Forestry to Protected Areas Management

Bhutan

In most countries in the region, local communities' use of forest resources is strictly regulated. The strategy of managing forests through stringent protection and regulation has in fact not been very successful in protecting forests in Asia, and has resulted in conflicts between enforcement officers and communities. New strategies are required that acknowledge the high costs and conflicts in classical protected area management approaches and look at complementary strategies for achieving conservation by working with, rather than against, local communities.

Community Forestry: A National Approach to Safeguard Information Systems (SIS)

Policy Papers & Briefs
October, 2014
South-Eastern Asia

Community forestry can be part of an approach that ensures important rights such as basic livelihood needs, forest access and tenure and participation in decision-making are met. It also provides a basket of multiple benefits with the potential to incentivise sustainable forest management whether or not carbon payments come through.
