Post-CFR Scenarios in Central Indian Landscape: Prioritising Issues and Developing Support Mechanisms

The Foundation for Ecological Security (FES) supported a scoping study to understand the range of post CFR issues in the central Indian landscape,  especially in the states of Madhya Pradesh, Chhattisgarh, Jharkhand and Odisha. It also proactively sought to draw experiences from states such as Maharashtra and Kerala where established mechanisms related to post CFR issues have been implemented through various partnerships.

Increasingly, social capital, defined as shared norms, trust, and the horizontal and vertical social networks that facilitate coordination and cooperation for mutually beneficial collective action, is seen as an important asset upon which people rely to manage natural resources and resolve conflicts. This paper uses empirical data from households and community surveys and case studies, to examine the role, strengths, and limits of social capital in managing conflicts over the use and management of natural resources.

This report seeks to present micro evidence on how environmental changes affect poor households. It focuses primarily on environmental resources that are outside the private sphere, particularly commonly held and managed resources such as forests, fisheries, and wildlife. The objectives for this volume are three-fold. It is first interested in using an empirical data-driven approach to examine the dependence of the poor on natural resources. The second objective is to examine the role of the environment in determining health outcomes.

The Ministry of Tribal Affairs, Government of India enacted the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, a tribal friendly legislation to address the historical injustice and critical issues, pertaining to the forest rights deprivation of the Forest Dwellers. To facilitate its implementation, FRA Rules, 2008 was framed and then made amendment to the Rules in 2012. However, several constraining factors and issues came to the notice in the implementation process of the Act in letter and spirit.
