The consultative workshop, which took place 27-29 March 2006 at the United Nations Conference Centre (UNCC), Addis Ababa, was the first step in the process of developing a land policy framework and guidelines. The discussions were informed by an issues/discussion paper, and brought together representatives from African governments, Regional Economic Communities, Civil Society including farmers' organizations, African private sector, Centres of Excellence and Development Partners.

Le présent rapport, est un résume des principales questions soulèves lors du séminaire et des mesures pratiques envisagées pour améliorer les moyens des pays dans le domaine de la commercialisation agricole pour ce qui est des arrangements sous-régionaux en matière de CTPD.

The recent FAO in-depth study on agricultural and food problems in Africa concluded that even the present inadequate food supply situation is unsustainable. Unless major policy decisions are taken and implemented to resolve the food production crisis and reduce the rate of population growth, the trends of the past 25 years will continue and the food supply situation will continue to deteriorate during the next 25 years. Famine of the magnitude experienced during the 1983-1934 drought could become a regular feature even in period of more average rainfall.

African land tenure problems, just like those of the African family, are exceedingly complex and baffling. With its ethnic diversity, Cameroon is an inextricable tangle of different concepts of title to land. Yet, except in the overpopulated areas and some times in the towns, the tensions stemming from land tenure problems were practically unknown in Cameroon until about thirty years ago. Owing to economic development and particularly the overpopulation of certain sectors, and the development of the towns, the government was forced to intervene in land tenure questions.

The paper looks at efforts being taken by the Ministry of Lands and Valuation in Malawi towards developing a Land Information System which would not only act as the basis for all future land related projects, but will provide the basic data for the review of the National Land Policy currently being undertaken by Government.

The Land Policy Initiative (LPI) of the African Union, the Economic Commission for Africa (ECA) and the African development Bank (AfDB) concluded the development of a Framework and Guidelines) on Land Policy in Africa (F&G) to facilitate national land policy development and implementation processes.
