Local Land Committees are executive bodies of the Land Committee responsible for land matters in oblasts, cities, rayons, and jamoat. The composition f each of these types of committees is specified. The Chairman of oblast committees is appointed by the Chairman of the Land Committee and shall have the professional qualification of "land manager". The oblast committees shall be responsible for the implementation of the national land policy, and shall supervise rational use and protection of land, and promote improvement of all farms of farming.

The Act introduces a new system of marine management. The Act includes provision changing the system for licensing the carrying on of activities in the marine environment. It also provides for the designation of conservation zones. It changes the way marine fisheries are managed at a national and a local level and modifies the way licensing, conservation and fisheries rules are enforced. It allows for designation of an Exclusive Economic Zone for the UK, and for the creation of a Welsh Zone in the sea adjacent to Wales.

The Government decrees to validate the Regulation. This Regional Law regulates the issues related to forest management for hunting purposes in accordance with Forest Code of the Russian Federation and other federal laws. Hunting management on forest parcels shall be considered entrepreneurial activity related to rendering services to hunters. Forest parcels allotted for hunting management shall be considered hunting grounds. Hunting managers (natural and legal persons) shall carry out hunting management in accordance with lease contract of forest parcels.
