The purpose of the state supervision shall be to enforce the rules and regulations on land use, to ensure the correctness of keeping the state land cadastre and land use planning and carrying out the arrangement on the rational land management and soil conservation. The state supervision shall be the competence of the national land institution. The state supervision shall be based on: (a) quality control of land; (b) purposeful land use control; (c) enforcement of land legislation. The state supervision shall be carried out in the form of inspections.

The Decree provides the allotment of state-owned land destined to planting of perennial trees, seasonal crops and forestation, plus the water surface required for aquaculture farming to individuals, households and organizations which shall invest in the resulting production. Planning and financial evaluation of production costs shall be prepared and funds destined to support all agricultural, forestry and aquaculture activities and operations.

In this Act “land consolidation” means the complete development of all plots of agricultural land to increase production and reduce production cost by consolidating several plots of land in the same area to reorganize the lands, arrange irrigation system, construct roads or transportation routes on farms, level the ground, nourish the soil, plan the production and distribution of agricultural produce. There shall be a committee called the "Central Land Consolidation Committee " composed of ministers and Government officers.

El presente Decreto modifica el Reglamento a la Ley que tiene como objetivo su correcta aplicación para la preservación del uso de los terrenos dedicados a actividades de producción primaria agropecuaria, para que se incluya la definición de Áreas de conservación y protección, que son todas aquellas partes o secciones de terrenos de un bien inmueble de uso agropecuario primario con límites definidos dedicados a la protección de los acuíferos, la protección ambiental, la regeneración natural del bosque o donde se han sembrado árboles con fines de protección.

The Act seeks to promote a national policy in respect of natural water. It establishes the legal framework for the use, allocation and conservation of water, and for the designation of conservation areas. It further creates the Water Conservation Authority (art. 5) and the Regional Water Boards for various catchment areas (art. 19). The 10 Schedules contain classifications for minimum water quality.

These Regulations provide for the grant of development consent for development which is, or forms part of, a nationally significant infrastructure project.
