The purpose of the present Law is the economical and orderly use of land. Moreover, the Law serves to protect general living conditions, strives for an harmonious development of the Canton with a view to protect nature, landscape and cultural heritage. The present Ordinance enforces the Land Use Planning and Building Law of 14 May 1987. The present Ordinance implements various articles of the Building Law of 28 April 1985. In particular, the Ordinance lays down provisions relating to land use planning in the Canton Appenzell-Innerrhoden. The present Law enforces the Federal Land Use Planning Act of 22 June 1976. The purpose of the present Law is to achieve a balanced and economical use of land with a view to the natural living conditions, protection of nature and cultural heritage. The text consists of 68 articles divided into 6 Parts as follows: General provisions (I); Planning law (II); Planning regulations (III); Legal protection (IV); Penalties (V); Transitional and final provisions (VI).

The present Ordinance enforces the Law on land use planning and public building law (Building Law) of 24 April 1988. In particular, the Ordinance sets out in details the competent authorities in the Canton responsible for the enforcement of the aforementioned Cantonal Law. The text consists of 101 articles divided into 8 Parts as follows: General provisions (I); Planning regulations (II); Contributions (III); Building regulations (IV); Building authorization and building inspection(V); Fees and costs (VI); Penalties (VII); Transitional and final provisions (VIII).

This Ministerial Decree establishes the modalities of allotment, in case of availability, of land for housing free of charge. Allotment of land for housing shall be carried out in accordance with general land-use planning schemes. Objects of allotment shall be plots of land located in inhabited areas that can be conceded in ownership. Dimensions of the plots of land for housing shall be determined by the local self-government.

The present Law enforces the Federal Land Use Planning Act of 22 June 1979. In particular, the Law aims to ensure a rational and economical use of building land with a view to comply with safety, hygienic and traffic regulations, as well as with nature and cultural heritage protection regulations.

This Federal Law regulates relations concerning creation of artificial plots of land in waterbodies pertaining to federal property with a view of construction on them. Artificially created plot of land can be either adjacent to existing plots of land or be separated from them (art. 3). Project of creation of an artificial plot of land shall be inserted in land use planning project, specifying projected purposeful use of artificial land plot (art. 4).

The Law regulates the legal status of public roads, conditions and methods of management, protection and maintenance of public roads, sources and methods of financing public roads, special conditions for the development and rehabilitation of public roads and inspectorate.Public roads and uncategorized roads constitute a road network.
