The protection and management of environment are among the pillars of Vision 2020. The objective of the Government is that by 2020, it will have built a nation in which pressure on natural resources, particularly on land, water, biomass and biodiversity, has significantly been reduced and the process of environmental pollution and degradation has been reversed; a nation in which the management and protection of these resources and environment are more rational and well regulated in order to preserve and bequeath to future generations the basic wealth necessary for sustainable development.
La présente loi adopte le Schéma Directeur d'Aménagement et d'Urbanisme (USDAU) de l'agglomération de Djibouti. This Regulation sets forth procedures and principles of (i) improvement and classification of agricultural lands, (ii) determination of land and soil resources specified in the Law No. 5403 on Soil Preservation and Land Utilization, (iii) land-use planning in compliance with the sustainable development principle, (iv) determination of erosion-sensitive areas, (v) implementation of soil conservation and land management plans and projects, and (vi) establishment and duties of the Soil Preservation Board.

This Act amends the Planning and Development Regulations 2001, as amended, by inserting a new Chapter 3A into Part 4 prescribing matters relating to applications to planning authorities under section 42(1A) of the Planning and Development Act 2000, as amended, for a further extension of the duration of planning permissions for certain developments of 20 houses or more. This Presidential Decree approves the Statute of the National Institute of Territorial Planning and Urban Development (INOTU). This Statute, consisting of 5 Chapters divided into 23 articles and completed by four Annexes, establishes the composition, duties and responsibilities of the above mentioned public institution of the Economic and Productive Sector.
