Since the adoption of a new Constitution in 1990 and the signing of the peace accord in 1992, Mozambique has witnessed a period of rapid regulatory change in respect to the rules that govern the ownership and rights of use of a range of natural resources. There are newlaws and regulations in place that govern access to and beneficial use of land, forest and mineral resources and a new environmental framework law.

This FAO Legal Paper looks at and evaluates the present forestry-related laws and policies in operation in Sierra Leone and makes recommendations to align them with the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT). Although still a new concept in Sierra Leone, there is increasing interest in the responsible governance of tenure in forestry and the significance of forests for the livelihood of rural p eople rather than exclusively for their commercial and industrial potential.

Rapidly changing food systems are creating both challenges and opportunities. As urban food markets have grown in recent decades, so too have rural–urban food supply chains. The growing urban demand has the potential to be a major force towards poverty reduction and inclusive rural development. This increasing urban demand for food, and especially for higher-value processed food, is creating opportunities for producers and agribusiness, including input suppliers.

The paper examines ways in which the poor can use small amounts of land to establish homegardens to advance important livelihood objectives. The paper considers the potential benefits of homegardens in light of policy, financial and cultural constraints, and provides a framework for planners to consider whether (and which) homegarden interventions are appropriate for improving livelihoods of the poor.

En raison des impacts néfastes de l’insécurité foncière sur les ressources forestières, une compréhension approfondie de la situation foncière et l’identification de mesures efficaces pour promouvoir la sécurisation des terres constituent les points de départ d’une gestion durable forestière, notamment dans le cadre des efforts REDD+. Le foncier compte parmi les dimensions incontournables en matière de prévision et de planification des mesures d’aménagement et en matière de répartition des bénéfices des systèmes d’indemnisation ou d’incitation.

Une nouvelle approche reposant sur l'étude juridique et anthropologique des différents systèmes d'exploitation du delta intérieur du Niger (Mali) et de leurs interactions permet de démontrer l'imbrication fondamentale du fonds (défini comme substrat, support des éléments biotiques) et de l'environnement (constitué des ressources renouvelables, en tant qu'enjeu de relations de pouvoirs). Cette démarche interdisciplinaire se fonde sur une approche méthodologique prenant en compte trois échelles d'observation: le terroir villageois, la province et la région.
