Forests at the tropical Valley of the Apurimac and Ene rivers (VRAE), the second coca-growing region of Peru, are public common resources and nevertheless privately managed mainly by coca farmers, without effective State control of such use. The need for survival of the coca farmers, their chrematistic perception of the forest, the cultivation of cocoa (theobroma cacao) and land availability are crucial factors influencing the rates of deforestation of primary and secondary forest. Variables such as the legality of land tenure seem to have no influence.

El presente trabajo se propuso determinar, si el procedimiento de prescripción adquisitiva administrativa sobre predios rústicos establecido en el Decreto Supremo 032-2008-VIVIENDA (Reglamento del Decreto Legislativo 1089), viola o no el derecho de defensa de los propietarios involucrados. Todo ello, ante la reforma introducida a la legislación de prescripción adquisitiva sobre predios rústicos regulado por el Decreto Legislativo 667.

From January 15 to February 6, 2018, the USAID’s Tenure and Global Climate Change Program and Land Portal Foundation co-facilitated a dialogue on experiences of documenting household and community-level customary rights in Zambia. The dialogue brought together the perspectives of government, traditional leaders, practitioners, civil society, and academics to consider how customary land documentation can contribute to national development goals and increased service delivery in rural and peri-urban areas.

Donors can play an important role in combatting corruption in land administration and building a well-functioning land administration by both supporting domestic government efforts as well as engaging in international and multi-country initiatives. The author argues that in countries where land distribution remains highly inequitable, effectively designed and targeted, it could be a key component of anti-poverty strategies, but significant complementary measures, notably agrarian support services, are also required to achieve real impacts, together with investments in employment and economic diversification.

Creation of Land Markets in Transition Countries: Implications for the Institutions of Land Administration

Describes (1) the processes of privatization of land management in selected transition countries and (2) the post-privatization changes in land administration institutions which are being crafted to establish land markets. It begins with the proposition that there are similar land market institutional problems which most "transition" countries are facing, due largely to common experiences in creating command economies during the past 50-80 years and the almost simultaneous decisions of these countries to move toward market political economies in the late 1980s and early 1990s.
