Een relatief nieuwe stroming in onderzoeksland is actieonderzoek. In deze onderzoeksvorm wordt kennis van experts en ervaringsdeskundigen handig gecombineerd in een aanpak gericht op het daadwerkelijke bewerkstelligen van maatschappelijke verandering. Deze aanpak gaat verder dan het traditionele onderzoek waarin veelal eerder welvaart dan welzijn centraal staat en waarin gewone burgers geen rol spelen. Deze nieuwe vorm van onderzoek is hard nodig omdat veel van de huidige problemen niet met de traditionele aanpak opgelost kunnen worden.

De regio ten zuiden van Amsterdam is sterk verstedelijkt en kent bovendien een groot aantal bestuurlijke organisaties, zoals een flink aantal gemeenten, 3 provincies en verschillende interbestuurlijke organen. De complexiteit, de drukte en de fragmentatie van activiteiten in deze regio heeft geleid tot verschillende initiatieven om de bestuurlijke coördinatie en de bereikbaarheid van het gebied te verbeteren. In dit onderzoek gekozen voor een procesaanpak waarbij gestreefd is naar het verbeteren en activeren van verbindingen tussen betrokken actoren.

In 2009 startte de implementatie van de zogenaamde ‘zandmotorexperimenten’ aan de Friese IJsselmeerkust. In deze bijdrage beschrijven en analyseren wij de governance van deze experimenten. Eerst wordt ingegaan op de aanleiding tot deze zandsuppleties voor de kust. Dan komt het proces aan de orde dat leidde tot een plan voor drie experimenten. Bij deze keuze blijken met name posities, verwachtingen en belangen van de regionale en nationale actoren een rol te spelen. Vervolgens wordt ingegaan op de realisatie van twee van deze drie experimenten.

Land is a scarce resource, and has a big share in the economic and social life of both developing and developed countries. Efficiently operating land markets are vital in the development of countries. Information unavailability is one of the most crucial differences between land and other markets, which can lead to asymmetrical information among various parties. Land administration systems contain a vast amount of data regarding attributes of land and land markets, and the transparency of these systems control the efficiency of the land markets’ operation.

This project brings the international soft law instrument, the Voluntary Guidelines on Responsible Governance of the Tenure of Land, Fisheries, and Forests (Tenure Guidelines or TGs) to rural communities and, together with them, uses the Guidelines to strengthen their tenure of land, fisheries and forests. As well, it provides policy-relevant knowledge on how to promote legitimacy and accountability of public authorities involved in land grabs. The goal of the Toolkit is to help users to produce outputs which are politically relevant and useful.

Water grabbing has serious implications for basic human rights including the right to water, food, health, livelihood, and self-determination. As part of a collaborative project to strengthen the capacity of grassroots communities in Mali, Nigeria, Uganda and South Africa, this practical guide focuses on accountability and accountability politics in the global rush to grab land, water and other natural resources. Through action research, threatened communities can determine causes, conditions, and consequences that will inform collective action and advocacy, in particular by using the CFS/FAO Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests (Tenure Guidelines or TGs).

Undemocratic politics, policy making and law making interpretation and implementation, prove to be drivers of land grabbing in the four country studies presented here. Food and Agricultural Organization of the United Nations (CFS/FAO) Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests (Tenure Guidelines or TGs), albeit “soft” law, are being used by local communities for bottom-up accountability against land grabbing. Land deals are marked by highly contested political processes – usually between the central state, local communities and the corporate sector.
