This report highlights the importance and urgency for climate action initiatives of protecting the forests of the indigenous and tribal territories1 and the communities that look after them. Based on recent experience, it proposes a package of investments and policies for climate funders and government decision-makers to adopt, in coordination with the indigenous and tribal peoples.

El propósito de este informe es dejar en claro la importancia y urgencia para la acción climática de proteger a los bosques de los territorios indígenas y tribales y a las comunidades que los cuidan. Con base en la experiencia reciente, se propone un conjunto de inversiones y políticas para ser adoptadas por los financiadores climáticos y decisores gubernamentales, en coordinación con los pueblos indígenas y tribales.

Indigenous and tribal peoples control about one third of Latin America and the Caribbean’s forests. Supporting their efforts to control, sustainably manage, and benefit from these forests can greatly help to solve the problems of climate change, loss of biological and cultural diversity, rural vulnerability, and food insecurity.

This crucial report demonstrates how states and other actors are using the COVID-19 pandemic as an opportunity to roll back social and environmental safeguards. In doing so, they are eroding the rights of indigenous peoples in the five most tropically forested countries of the world

Les enjeux de ce droit sont aujourd'hui cruciaux, allant de l'effectivité de la protection des droits de l'homme à la lutte en faveur de la biodiversité, en passant par la relecture plus théorique de la notion fondamentale de propriété.

Este documento propone que la gobernanza colectiva de la tierra, otorga derechos y contribuye a reducir las desigualdades al interior de las comunidades y de estas con la población e institucionalidad de su entorno.

Plantea también una revisión exhaustiva de la legislación internacional disponible respecto de los derechos campesinos, los derechos de los pueblos indígenas y la discusión sobre los derechos de la población afrodescendiente.

Esta memoria recoge las ponencias de los especialistas y representantes de organizaciones de la sociedad civil que participaron en el XI Foro de la Tierra ALC denominado “Desigualdad en América Latina y el Caribe: impacto y propuestas para la gobernanza de la tierra” , realizado del martes 13 al viernes 16 de octubre de forma virtual debido a la situación de emergencia sanitaria mundial por la COVID-19.

Este documento propone que la gobernanza colectiva de la tierra otorga derechos y contribuye a reducir las desigualdades en el interior de las comunidades, y las existentes entre estas, y la población e institucionalidad de su entorno.

Three-quarters of emerging infectious diseases are zoonoses, meaning they can be transmitted from animals to humans, with Ebola, SARS, MERS and now COVID-19 being examples. Scientists are warning that deforestation, industrial agriculture, illegal wildlife trade, climate change and other types of environmental degradation increase the risk of future pandemics.

Indigenous Peoples and local communities manage more than half of the world´s land. These biodiverse ancestral lands are vital to the people who steward them and the planet we all share. But governments only recognize indigenous and community legal ownership of 10 percent of the world´s lands. Secure tenure is essential for safeguarding the existing forests against external forces. This is specifically true for forests managed by Indigenous Peoples, where much of the world’s carbon is stored.

COVID-19 has negatively affected indigenous land rights, particularly for those who already face food insecurity as a result of land confiscation or grabbing and the loss of their territories. Prior to the COVID-19 crisis, the expropriation of indigenous lands and natural resources and the increase in conflicts on their territories were already placing indigenous peoples in a particularly precarious situation. The crisis has led to reports of encroachment upon indigenous land by opportunists, such as illegal loggers and miners.

Por investigaciones anteriores de WRI, sabemos que las tasas de deforestación en tierras indígenas de laAmazonía son considerablemente más bajas que entierras no administradas por pueblos indígenas. Ahora,hemos aprendido por este informe, que la minería industrial y la minería ilegal a pequeña escala se produceen más del 20 por ciento de las tierras indígenas de laAmazonía y que las tasas de deforestación en tierras indígenas donde existe minería son signi cativamente más altas que en las tierras indígenas sin minería.
