Thinking about forest management has undergone important changes over the last two decades. These changes have inspired attention to the reform of forest laws on a range of subjects, from forest planning and utilization to governance and trade. From its traditional narrow focus on government control and management of forests, modern forest law has expanded to encompass attention to environmental and social goals and to accommodating the interests of multiple stakeholders in forest management.

The paper examines the rural land and labour markets in the context of economic liberalization in India. Land and labour are the two fundamental resources available to the rural people for income generation. The access to land and to employment for labour become basic determinants of well-being for the rural households. Reforms are often seen as hostile to rural areas and the poor, although they should be beneficial not only for overall growth, but also rural growth and poverty alleviation.

Dit rapport vormt een naslagwerk bij de Natuurbalans 2006. Het geeft een overzicht van de gegevens die het LEI in opdracht van het Milieu- en Natuurplanbureau ten behoeve van de Natuurbalans 2006 heeft geïnventariseerd en geanalyseerd. De aandacht gaat daarbij uit naar veranderingen in het landschap tussen 1990 en 2005, met een focus op de dynamiek in grondgebruik en grondgebruikers in het landelijk gebied in de afgelopen 15 jaar. Voor de Natuurbalans 2005 heeft het Milieu- en Natuurplanbureau analyses verricht van veranderingen in het ruimtegebruik en het effect daarvan op de kwaliteit van het landschap. Verstedelijking speelt daar een belangrijke rol in. Tevens neemt men verstening waar in het landelijk gebied: landbouwbedrijven krijgen een meer industrieel karakter met grote schuren en silo's

Door inrichting en herstel doen met name vispopulaties het goed, en verbetert de toestand van habitats en soorten. Het rivierengebied wordt beter toegankelijk, terwijl een goede balans tussen oud en nieuw bij inrichting de binding met het landschap bij omwonenden vasthoudt. De ministeries van LNV en V&W geven jaarlijks 26,4 miljoen euro aan natuur uit, waarvan 54% voor verwerving, 34% voor inrichting en 12% voor beheer. De inrichting van terreinen stagneert al enkele jaren door steeds hogere kosten voor verwerking van verontreinigde grond en door langdurige planprocedures.

The year 2005 was an important milestone in the efforts of ICARDA and its partners in meeting the global challenges of agriculture in dry areas through the application of science. In an assessment of all 15 CGIAR Centers (based on science quality and relevance, impacts, partnerships, and financial and institutional health), conducted by the CGIAR in collaboration with the Science Council and the World Bank, ICARDA was rated outstanding" - one of only two centers to receive this rating.

The variety of views about ICTs reveals that their role in development is unclear, especially without convincing evidence of their impact—and little research has been conducted on the direct and indirect links between ICTs and poverty reduction. This book, addresses several pressing questions surrounding ICTs. How do ICTs affect economic development in low-income countries? How do they affect poor people in these countries and in rural areas in particular? What policies and programs facilitate their potential to enhance development and the inclusion of poor constituents?
