The Methodical Instructions establish the organizational basics and requirements for the organization and carrying out the state expertise of land survey documentation and registration in the aforesaid sphere. All land survey documentation regarding also land valuation, data of the state land cadastre, elaborated at the national, regional and local levels by the subjects of entrepreneurial activity shall be subject to the state expertise. The principal requirements as regards the contents of the documentation regarding land survey, normative and expert land valuation of land recorded in the state land cadastre shall be set by the normative legal acts. The forms of the state expertise shall be compulsory, selective and voluntary. The types of the state expertise shall be primary, recurring and additional. The procedure of the state expertise shall be composed of three stages: 1) preparatory; 2) principal; 3) conclusive. The compulsory state expertise shall be applicable to: 1) the national programs of land tenure and land protection; 2) land survey schemes; 3) land use planning as regards protected areas, recreational areas and areas of cultural heritage; 4) technical documentation regarding appraisal of soil; 5) technical documentation regarding land valuation. The selective state expertise shall be applicable to land survey documentation that is not subject to the compulsory state expertise. The voluntary state expertise shall be carried out at the customer’s initiative and shall be applicable to land survey documentation that is not subject to the compulsory state expertise.
