These Regulations are enacted in order to strengthen the management of urban and rural planning. The Text consists of 50 Articles divided into 6 Chapters: General provisions (I); Formulation and revision of urban and rural planning (II); Implementation of urban and rural planning (III); Supervision and inspection (IV); Liabilities (V); Supplementary provisions (VI).The formulation and implementation of urban and rural planning should follow the principles of urban and rural co-ordination, regional coordination, rational layout, land conservation, intensive development, protecting the natural resources such as cultivated land and grassland and historical and cultural heritages and maintaining local characteristics, national characteristics and traditional features.
