This course has been developed in response to the concerns about increasing large-scale land acquisitions and the need to increase investment in agriculture. The objective is to provide guidance to government authorities engaged in investment promotion, approval, and monitoring activities at all stages of the investment cycle.


The target audience for this course is government authorities involved in investment promotion, approval, and monitoring activities. This can encompass a wide range of individuals such as those working in, for example, the ministries of agriculture, land, environment, trade, economy, industry, foreign affairs and/or investment promotion agencies.


Government authorities’ roles related to tenure can cover a wide spectrum from facilitating investors’ contact and arrangements with customary authorities and communities, to having the mandate to allocate land directly to investors. The primary focus of this course is on helping those officials to fulfil their role of targeting investment generation in a way that furthers national development goals (e.g. safeguarding tenure and contributing to food security and nutrition).
