One of the major causes is weak and poor governance in land tenure systems, as most Governments have so far failed to provide adequate safeguards to protect poor people from eviction or dispossession leaving them without compensation and remedy.

This Decree amends the Decree on the monitoring of requirements for good agricultural practice and environmental conditions and prescribing operational requirements relating to the environment and the scope of cross compliance in article 8 on the use of sewage sludge in agriculture. The article concerns control of the quality and contents of sewage sludge (including presence of heavy metals) used as fertilizer and its effect on the environment.

The present Law implements the Federal Land Use Planning Act (BGBl. I p. 2081, p. 2102) and the Land Use Planning Law of 28 April 1998 of Sachsen-Anhalt. The Law lays down provisions relating to the regional development plan of Sachsen-Anhalt. In particular, the purpose of the Law is to maintain the perfect functioning of the ecosystem in the populated and unpopulated area of the Land. In all parts of Sachsen-Anhalt balanced economic, infrastructural, social, environmental and cultural conditions shall be ensured. The text consists of 7 Parts.

This Decree provides for control measures as established by article 25 of Council Regulation (EC) No. 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers. The LAPSSET Corridor project, a major infrastructure development project that will run from Kenya to South Sudan and Ethiopia, will impact, positively or negatively, on the lives of more than 100 million people in the three countries. Indigenous peoples will potentially suffer the most negative impacts as a result of their having been historically marginalized economically, socially and politically. The recent discovery of oil in Turkana will add to the suffering of the Turkana peoples.

This work aims to contribute to the debate on social conflicts generated by coastal development and the process of land tenure reform as a conflict resolution mechanism. We will present the case of the Territorios Costeros Comunitarios reform movement (TECOCOS) currently mobilized in Costa Rica and integrated by over 60 coastal communities. This reform movement initiated in reaction to a recent wave of planned evictions threatening specific coastal communities on the Pacific Coast of Costa Rica, following a decade of aggressive coastal tourism development.
