This country profile describes the state of the water resources and water use, as well as the state of agricultural water management in Armenia. The aim of this report is to describe the particularities of the country and the problems met in the development of the water resources, and irrigation in particular. Irrigation trends, existing policies and legislation to water use in agriculture, possible treaties and agreements between countries as well as prospects for water management in agriculture are presented, as described in literature.

FAO's AQUASTAT programme, initiated in 1993, aims to meet the demand for information on water resources and use at regional level, with particular emphasis on irrigation and drainage. The objectives of the programme are to collect and present, in a systematic way, data on rural water use at country level.

With an area of more than 22 million km², the former Soviet Union (FSU) covers about 17% of the world and presents a wide range of climatic and physiographic situations, from the arctic zones of Siberia to the arid deserts of Central Asia.

In 1978 the Food and Agriculture Organization of the United Nations (FAO) published a Systematic Index of International Water Resources Treaties, Declarations, Acts and Cases by Basin (Legislative Study No. 15). The Index covered some 2000 international legal instruments the earliest dating from the year 805 and the most recent 1977. It was designed to complement the specialized documentation produced by the United Nations system of organizations in the field of international water resources law.

The partnership between FAO and Turkey has thrived since the establishment of the country office in 1982 and the Subregional

Office for Central Asia in 2007 in Ankara. Through the FAO-Turkey Partnership Programme and FAO-Turkey Forestry Programme,

cooperation continues to prosper. The country has benefited from wide-ranging assistance from FAO and it is also an active

resource partner, providing indispensable technical and financial support to FAO activities, particularly within the subregion.

This evaluation assessed strategic positioning of the first phase of the FAO-Turkey programme, its results and contributions, sustainability, as well as coherence and catalytic effects. It noted that the programme facilitated a beneficial collaboration between the Turkish Government and regional and international experts. It however found that the absence of a real results-oriented design has led to the lack of programme coherence, with the outputs and outcomes not leading to the goals initially envisaged for the programme.
