La présente loi détermine le régime de constatation, de détention, d'utilisation et d'exploitation des espaces fonciers du domaine rural des personnes publiques et privées. L'Etat détient les terres du domaine rural, et en assure l útilisation et la mise en valeur. Toutefois, le droit de requérir l'immatriculation est reconnu aux occupants du domaine rural qui, à la date d'entrée en vigueur de la présente loi, ont réalisé des constructions, installations ou des aménagements constituant une mise en valeur permanente.

This Act seeks to empower communities to fully engage in sustainable management and conservation of forests of Liberia by creating a legal framework that defines and supports community rights in the management and use of forest resources. It provides the legal framework that empowers local communities located in or near forest lands to access, manage, use and benefit from forest resources on those lands for sustenance and livelihood improvements as well as for community development. The Act provides for forestry land to be classified as Community forestry land.

The Water Act 1989 sanctioned a major shift in the policy of the government towards severing the public utility function from the comprehensive scope of water management authority of the Regional Water Authorities operating in England and Wales, and entrusting it with limited public companies. The regulatory functions hitherto vested in the said authorities, augmented by the addition of regulatory functions with respect to navigation, river conservancy and harbours are vested in a National Rivers Authority.

This Regional Law regulates some issues in the sphere of organization, conservation and management of protected areas with a view of conservation of unique and typical ecosystems, wild fauna and wild flora species, genetic fund thereof, and ecological education. Regional Government shall reserve land intended for institution of protected areas, also through expropriation and imposition of use restrictions for economic activities. Grounds for land reservation shall be land-use planning project envisaging institution of protected areas. Land reservation period shall not exceed 7 years.
