An Act to make provisions for various matters relating to land, including land registration, purchase of land and ownership of land, land bonds, land tenure, for powers of the Land Commission in respect of land, etc. Save and except purchase agreements between the Land Commission and purchasers from them no purchase agreement between landlord and tenant for the sale of a holding under the Land Purchase Acts shall after the passing of this Act be lodged with the Land Commission (sect. 18).

These Regulations, which supersede the Land Registration (Conduct of Business) Regulations 1997, make amendments to the acts of the Registrar which may be done by a legally qualified registrar, called the Solicitor to HM Land Registry, or, during a vacancy in the office of, or in the absence of, the Solicitor to HM Land Registry, by another legally qualified registrar (called the Acting Solicitor to HM Land Registry).

These Rules prescribe the procedure to be followed in proceedings before the Registrar appointed under the Land Registration Act, 1925. Part I imports the Overriding Objective contained in Rule 1.1 of the Civil Procedure Rules 1998 and requires the Registrar, with the assistance of the parties, to seek to give effect to that objective throughout the proceedings.Part II deals with all cases where the Registrar has decided to conduct a hearing. Rule 3 requires him to notify the parties of his intention and to provide guidance relating to evidence and procedure.

This Ministerial Decree recommends to the local regional authorities the concession to the users of hunting facilities and hunting areas the hunting reserves for a period of not less than 25 years. The local authorities of the Russian Federation are recommended to concede free-of-charge plots of land and grasslands of the state land cadastre and the state forestry register for the needs of community wildlife management calculating a hectare of land for ten thousand hectares of hunting area.

These measures propose to strengthen land administration, the protection of land rights, and to improve utilisation of land in Sichuan. Chapter I provides for administration of land. The local government shall restrict conversion of land for agriculture to land for construction (art. 2). Chapter 2 concerns ownership of land and land use rights. The Province shall implement a land registration system in accordance with the Law (art. 6). Article 8 concerns the use of state owned land. The Forestry Law of the PRC shall regulate ownership or use of land for forestry.

This Act consists of 127 sections divided into 5 Parts: Preliminary and general (I); Land registry, registers, registering authorities and jurisdiction (II); Registration of ownership (IV); Devolution on death and descent on intestacy (IV); Miscellaneous provisions.The central office in Dublin, under the management of the Registrar of Title, shall be the office for registration of all land in the State. In Rule 8, relative to the issue of landownership registration certificates, a subsection relating to land-ownership certificates, has been added. Such certificates for land in areas prescribed by the Government shall be in the form as set out in the (new) Fifth Schedule. A new section (12A) gives power to the Government of Nepal to make amendments to the Schedules attached to the principal Rules.

For purposes of section 3 of the Act, the prescribed authority for the measurement of lands shall be the Surveyor (Amin) of the Survey team, being the local team of the Survey Department (rule 3). The grading of land, pursuant to section 10 of the Act, shall be carried out by the Inspector of the survey team. Rules 5 and 6 concern the surveying and demarcation of boundaries of Panchayat or Panchayat Wards. landownership certificates shall be prepared after survey by the Survey Officer or the Chief of the Revenue Office under rule 8.
