El presente Reglamento, que consta de 11 títulos, 33 artículos y 1 disposición complementaria, norma la naturaleza, finalidad, objetivos, funciones, estructura orgánica, régimen económico y financiero, y régimen laboral del Proyecto Especial Titulación de Tierras y Catastro Rural (PETT).

Federal Land Cadastre Service (ROSZEMKADASTR) is the Federal Authority entitled to exercise the state management of land resources that carries out executive, control, authorizing, regulating and other functions as regards the keeping up of land cadastre and the state valuation of real estate property, land survey, valuation of land for cadastre purposes, land monitoring and the state control over the use and protection of land. Federal Land Cadastre Service has its local (territorial) branches at the regional level.

The President of the Federal Committee rules to set up the Federal Department "Land Cadastre Board" for Amour region, that includes territorial (local) branches situated in the region.

State Committee for standardization and Metrology decrees to enter in the State Register of the GOSSTANDART R the System of certification of land-surveying, topographic and cartographic produce. The Federal Land-Surveying and Cartographic Service after the registration of the Regulations on the application of this System is issued the compliance certificate for the System. This System comprehends either voluntary or compulsory certification.

These Regulations issued in implementation of the Land Administration Law, provide for (A) registration of landownership and land-use rights; (B) the systematic surveying of lands, land-use planning, and other mechanisms to control land use; (C) procedures for the expropriation of land needed for public construction purposes; (D) restrictions on the use of agricultural land for housing purposes; and (E) criteria for the determination of the kind and amount of fines payable for offences committed under the principal Law.The Regulations give the clarification of land is susceptible to State o

L'octroi du certificat de possession, prévu par la loi nº 74-53, est subordonné à l'engagement de celui qui le demande à réaliser un projet de mise en valeur ou une action de développement sur la terre objet de la demande de certificat. Le titulaire du certificat pourra, à l'expiration d'un délai de 5 ans à compter de la délivrance du certificat, présenter une demande pour immatriculer la terre objet du certificat, à condition que la mise en valeur soit continue durant toute la période considérée.

A titre exceptionnel, tout agriculteur qui excerce sur un immeuble rural pendant 5 années consécutives de bonne foi et à titre de propriétaire une possession, paisible, publique, continue, non interrompue et non équivoque, peut se faire délivrer, dans les conditions prévues par la présente loi, une attestation dénnomée " Certificat de possession".

The Federal Committee decrees to validate the form that is obligatory for district, regional, provincial, territorial, regional divisions of the Committees on Land Resources and Land Survey. This Federal Law modifies paragraph 1 of article 24 in the following manner: "In case of sale of a share in the common property to an outsider the owner must attach to the application form for the state registration the documentation confirming that the co-owners had been informed of the forthcoming transaction , of the price of share and the conditions of sale.

Immovable property subject to state registration in accordance with this Federal Law are the plots of land, of subsoil, detached waterworks and other units situated on land and inseparably linked to it such as edifices, constructions, lodging and premises, forests and perennial plantations, condominiums, enterprises and property complexes. These Measures consist of six Chapters. Chapter 1, General Provisions, provides for the land administration, it restricts the conversion of land. Chapter 2 concerns the ownership of the land. Chapter 3 regulates the management of the right of use. The provisions of the construction of state or collective land are in Chapter 4, including the application procedure of use for construction purpose. Provisions in Chapter 5 are concerning the individual construction use of land. Chapter 6 provides for the legal responsibilities. Chapter 7 contains the Supplementary Provisions.

These Instructions establish the modalities of the registration of the contracts of granting of the share of land on lease. The contract of lease can be concluded by the owner of the share of land (Landlord), and an agricultural enterprise or a farmer (Lease-holder). Either a single landlord or a group of landlords can grant on lease shares of land. In the latter case the contract of lease is concluded with multitude of physical persons on the part of landlords.
