The objective of this Law is to ratify the United Nations Convention to combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification, particularly in Africa, through effective action at all levels, supported by international cooperation and partnership arrangements, in the framework of an integrated approach which is consistent with Agenda 21, with a view to contributing to the achievement of sustainable development in affected areas.

This Presidential Decree approves the funding agreement between the Government of Egypt and the International Fund for Agricultural Development on the project of developing farm irrigation in the old lands. The project will be implemented by the Ministry of Agriculture and Land Reclamation of Egypt, the Agriculture Research Center, the Ministry of Water Resources and Irrigation as well as other entities. The objective of the project is to improve irrigation networks, improve agricultural productivity, give market support to farmers, as well as enhancing water management.

This paper starts from the assumption that the process of reform is as important as the content of the reform. Many excellent land policies, laws and technical reforms have been developed, yet, in many cases, implementation has slipped, stalled or has even been reversed. The paper argues that an understanding of land issues and the reform process from a governance and political economy perspective offers insights that can not only improve the design of reforms, but can also offer tools to support implementation.

Regulations

Le présent règlement détermine la composition et le fonctionnement du Comité Inter-Etats des Pesticides d'Afrique Centrale (CPAC), en application de l'article 2 du Règlement n°011/07-UEAC-114-CM-05 du 11 Mars 2007, portant création , composition et fonctionnement du Comité des pesticides en Afrique Centrale. Pour accomplir sa mission, le Comité dispose Centrale comprend un Conseil d’Administration ; un Bureau des Experts; et une Direction Générale.
