In this publication two pioneering grassroots organisations from northern Tanzania examine and present their experiences and insights from their long-term work to secure the land rights of hunter-gatherer and pastoral communities. The case studies were presented at a one-day learning event held on 5th October 2012, when Pastoral Women’s Council (PWC) and Ujamaa Community Resource Team (UCRT) joined together to share and reflect on their work to secure land rights, to learn from each other, and to identify ways to build on their achievements moving forward.

The study reveals a lack of accountability and governance in managing biofuel investments in the country. As a result, biofuel investments have done little to alleviate poverty, empower villagers, and protect the environment. As villages were unprepared, hastened to make decision, and were lured by words of the investors and leaders who promoted the benefits of the investment more than its threats.

Creating learning and action space in South Africa’s post-apartheid land redistribution program

This paper uses the case of South Africa’s latest land redistribution strategy known as the Proactive Land Acquisition Strategy, to explore whether, and how, research can have direct and positive impacts on beneficiaries of land reform. The study is situated within the practice of action research: to explore how it can generate knowledge that can be shared back and forth between stakeholders, as well as how it may ignite changes that the participants desire. The findings are that Proactive Land Acquisition Strategy is not meeting the overall goals land reform.

El capitulo IV de la Ley Nº 160 de 1994, establece un subsidio para la compra de tierras en las modalidades y procedimientos de crédito no reembolsable con cargo al presupuesto del Instituto Colombiano de Reforma Agraria (INCORA), que se otorgara por una sola vez al campesino sujeto de la reforma agraria, con arreglo a las políticas que señale el Ministerio de Agricultura y a los criterios de elegibilidad que se señalen.

The management of conflict over land and natural resources is a very broad issue and there is a growing literature on techniques that have potential for use in this field. At the moment, the Land Tenure Service of FAO’s Rural Development Division is working towards achieving a deeper understanding of the current methods and practices in land conflict management and is gathering cases from all over the world to ascertain the techniques used and the results achieved. In this last issue of the newsletter for 2011, we introduce a new study on corruption in the land sector. The study was carried out by FAO and the Berlinbased Transparency International and it illustrates that the land sector is one of the main public sector areas where corruption exists. In climate change news, the world’s attention is focused on Durban, South Africa where the parties to the United Nations Framework Convention on Climate Change – including FAO - are meeting this month.
