This publication is the product of the CSO Land Reform Monitoring Initiative, which was spearheaded by ANGOC and undertaken by Land Watch Asia members in seven countries, including Nepal. The said initiative seeks to strengthen CSOs’ capacities in monitoring selected indicators on land, and has proposed common regional indicators for monitoring land tenure and access to land at the regional level.

Forest sector governance reform is frequently promoted as a policy tool for achieving favorable livelihood outcomes in the low income tropics. However, there is a dearth of empirical evidence to support this claim, particularly at the household level. Drawing on the case of a major forest sector governance reform implemented in Uganda in 2003, this study seeks to fill that gap.

ABSTRACTED FROM THE EXECUTIVE SUMMARY: Myanmar’s agricultural sector has for long suffered due to multiplicity of laws and regulations, deficient and degraded infrastructure, poor policies and planning, a chronic lack of credit, and an absence of tenure security for cultivators. These woes negate Myanmar’s bountiful natural endowments and immense agricultural potential, pushing its rural populace towards dire poverty. This review hopes to contribute to the ongoing debate on land issues in Myanmar.

On November 18th 2010, the European Union Commissioner for Agriculture and Rural Development, Dacian Ciolo?, o? cially submitted a communiqué proposing a reorientation of the Common Agricultural Policy (CAP) to the EU Parliament, the EU Council and the public. The early development strategies of both China and India were urban- and industry-focused, discounting the importance of rural development. Despite sweeping reforms in both countries, the urban bias and subsequent spatial disparities still exist today. In order to reduce poverty and increase growth, developing countries need to correct these spatial disparities through a set of policies that take advantage of the synergies and linkages between rural and urban areas.

In October 2014, for the first time in recent history, the government of Myanmar decided to organize a public consultation to inform the development of a national policy. To support this consultation process, several organizations decided to organize civil society pre-consultation activities to listen and gather concerns from smallholder farmers to formulate relevant recommendations for the policy dialogue.

This conference paper examines how the ideology and programmatic set of policies coined in the term ‘neoliberal modernization’ applies to agriculture and practices in the Mekong region.

This country level analysis addresses land governance in Laos in two ways. First, it summarises what the existing body of knowledge tells us about power and configurations that shape access to and exclusion from land, particularly among smallholders, the rural poor, ethnic minorities and women. Second, it draws upon existing literature and expert assessment to provide a preliminary analysis of the openings for and obstacles to land governance reform afforded by the political economic structures and dynamics in the country.

Dans le sillage de la crise alimentaire mondiale de 2007/2008, le Comité de la sécurité alimentaire mondiale (CSA) a subi une profonde transformation. Le processus de réforme est prometteur dans la mesure où il reconnaît le CSA en tant que principal forum mondial débattant de la sécurité alimentaire et qu’il ouvre ses portes aux acteurs concernés, à savoir les organisations de petits producteurs de denrées alimentaires et de consommateurs urbains pauvres.

L'apparition de la crise financière internationale a fait naître l'espoir que celle-ci pourrait être utilisée comme une opportunité de réforme radicale du système économique mondial. Mais la riposte n'a pas été à la hauteur des attentes: les acteurs principaux se préoccupent surtout de leurs intérêts nationaux, une solution aux problèmes structurels à long terme de l'économie mondiale n?est pas en vue. En dépit de leurs appels en ce sens, les pays en développement ne peuvent pas miser sur une aide de l'extérieur.
