This Act makes provision for ownership rights in buildings which are divided in sections and in part owned in common ownership. It defines ownership and real rights in or over parts of buildings and land and provides for registration of title to ownership or other real rights in or over such parts. A developer who intends to establish a development scheme must follow procedures as set out in this Act.

The scope of the Act is to regulate the use in agriculture of fertilizing substances and to establish requirements for establishment of plant covers for purposes of limiting the outflow of nitrogen substances. The Act consists is divided into 8 Chapters: Scope of the Act, application sphere (1); fertilizing (2); Plant covers (3); Planning and accounting requirements (4); Suppliers of fertilizing substances (5); Administration of Act (6).The Minister of Agriculture shall establish a register for activities in which substances covered by this Act are involved (sect. 2).

This Regional Law establishes that plots of agricultural land within the boundaries of inhabited areas and destined for agricultural production, free of constructions and edifices, allotted on lease on condition of permanent (open-ended) land tenure as a result of renewal of lease contract or renewal of the right of hereditary possession of such land with the right of lease can be purchased in ownership by lease holder at the cost of 15 percent of cadastre value of such plots of land.

The present Regulations enact the Land Registration Act. The Regulations lay down provisions relating to land registration. The text – consisting of 32 sections – deals, amongst others, with the following aspects: definitions, property online, prescribed forms, document submission requirements, submitting documents electronically, creation of legal description on subdivision, amendment of legal description and parcel register on subdivision or condominium unit creation, parcel register and prescribed contracts.

This Decree establishes the modalities of state registration of transfer of ownership of the plots of land in case of purchase and sale thereof and registration of land purchase and sale contracts. Land purchase and sale contracts shall be concluded in written form. The contracts shall be subject to notarized certification and transfer of land ownership shall be subject to state registration. The provisions of this Decree shall be applicable also to state registration of exchange of land plots contracts.

Regional Law No. 14-oz “On objects of cultural heritage”.

This Regional Law regulates the issues of conservation, management, promotion and state protection of the objects of cultural heritage. Regional administration shall be responsible for establishment of the boundaries of protection zone of the objects of cultural heritage, land tenure regime and land-use planning within land areas containing objects of cultural heritage and decision-making related to classification of the objects of cultural heritage. Objects of cultural heritage shall be subject to mandatory state registration.

“Director” now means the Director of the department responsible for land" (sect. 1). Section 3, here repealed, concerned the appointment of the Director of Land Records. Consequentially, a reference in any other Act or instrument to the Director of Lands Records shall be to be a reference to the Director of the department responsible for land. The new section 32B empowers the Minister to extend the term of a lease of public land that is less than 75 years to 75 years, subject to fulfilment of certain conditions.
