This Proclamation provides for a new system of administration for rural land management and use and for sustainable rural land use planning based on the different agro-ecological zones of the country necessary for the conservation and development of natural resources. This Proclamation shall apply to any rural land in Ethiopia, i.e.

This Proclamation establishes the Federal Urban Planning Institute as an autonomous public organ having its own legal personality. The Institute shall, among other things, provide capacity building in the field of preparation and implementation of urban plans and provide consultancy and information services. The Proclamation also defines the powers and duties of the General Manager and the Deputy General Manager of the Institute.

East Side Traditional Lands Planning and Special Protected Areas Act (C.C.S.M. c. E3).

The purpose of the present Act is: a) to enable First Nations and aboriginal communities on the east side of Lake Winnipeg to engage in land use and resource management planning for designated areas of Crown land that they have traditionally used; and b) to provide designated areas of Crown land on the east side of Lake Winnipeg with special protection from development and other activities that might occur on that land.

The present Act lays down provisions relating to land use planning. Section 2 of the above-mentioned Act establishes that the Commissioner may designate any area in the Territories as a development area where the Commissioner considers that it will be necessary in the public interest to regulate the orderly development of the area, as contemplated by this Act.

Non-Agricultural Use Land Exemption Regulations (N.S. Reg. 31/2003).

The present Regulation enacts the Agricultural Marshland Conservation Act. The Regulation lays down provisions relating to non agricultural use of land. In particular, section 2 establishes that for the purpose of subsection 41(6) of the Agricultural Marshland Conservation Act areas indicated on the maps in this section are lands with non-agricultural uses that existed on the coming into force of the Act.

Land Titles Clarification Act (R.S.N.S. 1989, c. 250).

The present Act lays down provisions relating to the clarification of land titles. Part I deals with land titles clarification areas. Section 3 establishes that where the residents of an area of a municipality are in necessitous circumstances as a result of lack of property development in the area and where there appears to be confusion as to the ownership of land, the Governor in Council may designate the area as a land titles clarification area.

Land Consolidation Act Implementing Law.

The present Law implements various articles of the Land Consolidation Act. Article 1 establishes that the competent authority for land consolidation is the Cadastre and Survey Office and is responsible for the whole Land of Bremen.
