The present Ordinance lays down principles for the assessment of the market value of land. Article 1 establishes that when assessing the market value of land, including components, accessories and soil value the present Ordinance shall be applied. This Ordinance provides for the control of reclamation and use of the foreshore and seabed.Where a reclamation is proposed, the Director of Land shall prepare and publish a plan delineating and describing the proposed reclamation and the foreshore and seabed to be affected as provided for in the text.The Ordinance provides for: objections to the proposed reclamation; claims for compensation; payment of claims and interests; etc.

These Regulations amend the Planning (Environmental Impact Assessment) Regulations (Northern Ireland) 1999 to effect to Article 3 of Directive 2003/35/EC of the European Parliament of the Council of 26 May in so far as it affects public participation in the decision-making process for applications and appeals relating to development for which environmental impact assessment is required.

This Proclamation of the Afar National Regional State establishes a rural land administration system that is suitable for natural resource management and protection and that incentivizes investment within the traditional clan-based communal land tenure system. Laws that pertain to lands designated as forest lands, wildlife sanctuaries, biodiversity protected lands, environmental and natural resource conservation and preservation areas shall not be affected by this Proclamation.
