La présente ordonnance fixe les règles d'acquisition de la propriété des terrains urbains, à l'exception de ceux destinés à l'industrie ou à la promotion touristique Aux termes de cette ordonnance, toute occupation d'un terrain urbain doit être justifiée par la possession d'un titre de concession définitive délivré par le ministre chargé de la Construction et de l'Urbanisme. Le transfert de propriété sur un terrain urbain relevant du domaine de l'Etat est opéré par l'arrêté de concession définitive.

Le présent décret fixe les attributions du Ministre Délégué auprès du Ministre du Renouveau urbain, de l’Habitat et du Cadre de vie, Chargé de la restructuration et de la requalification des banlieues. Le Ministre Délégué auprès du Ministre du Renouveau urbain, de l’Habitat et du Cadre de vie, Chargé de la restructuration et de la requalification des banlieues exerce au nom du Ministre du Renouveau urbain, de l’Habitat et du Cadre de vie et, sous son autorité, les compétences dévolues à ce dernier en matière de restructuration des banlieues.

Le présent décret détermine les modalités d'application de l'ordonnance n° 2013-481 du 2 juillet 2013 fixant les règles d'acquisition de propriété des terrains urbains. La pleine propriété des terrains urbains du domaine de l'Etat est conférée uniquement par un arrêté de concession définitive. L'arrêté de concession définitive est obligatoirement publié au Livre foncier. Pour toute parcelle urbaine située en dehors de lotissements approuvés, seul le ministre chargé de la Construction et de l'Urbanisme prend l'arrêté de concession définitive sur toute l’étendue du territoire.

These Measures are formulated in accordance with the Urban and Rural Planning Law of the People’s Republic of China. The Measures consist of 53 Articles divided into 7 Chapters: General provisions; Formulation of urban and rural planning; Approval of urban and rural planning; Amendment of urban and rural planning; Supervision and inspection; Legal liabilities; Supplementary provisions. The Measures provide for the procedures of, and requirements for formulation, approval, amendment and implementation of urban and rural planning.

This Law amends and supplements articles 2, 15, 17, 23-45 and repeals articles 17/1, 18, 19-22 of Law No. 9482 of 2006 on legalization, urbanization, and integration of the unlawful constructions.

This Regulation amends articles 2, 3, 5 and 9 of Regulation 289 of 2006. According to the amendments the ALUIIZC will now have the General Directorate based in Tirana and local departments in every district except the district of Tirana where it will have four local departments. The agency is chaired by the General Director and two deputy directors. Further, ALUIIZC implements duties and responsibilities laid out in Law no. 9482 of 2006.

This Regulation amends article 2(a) of Regulation 289 of 2006. According to the amendment the ALUIIZC will now have 7 (seven) local departments in the district of Tirana.

Amends: Regulation No. 289 of 2006 on the organization and functioning of the Agency of Legalisation, Urbanisation, and Integration of Informal Zones/Construction (ALUIIZC). (2006-05-17)

This Regulation amends sections a, b, e and c of article 5 of Regulation 289 of 2006. The amendments affect the duties and responsibilities of the deputy directors who will now chair the departments of legalization, compensation and urbanization, the dept. of mapping, information technology, and initial registration of unlawful construction, and the human resources department, respectively. Further, the ALUIIZC personnel should comply with the general requirements of the civil service law and the special requirements prepared by the general director of the agency.

La presente Resolución modifica el Manual de Operaciones del Programa Mejoramiento Integral de Barrios (PMIB), respecto al financiamiento de intervenciones físicas y de intervenciones de acompañamiento institucional y social, y el financiamiento para intervenciones especiales de manera directa en barrios urbanos ubicados en territorios afectados por fenómenos naturales o caracterizados por altos niveles de pobreza, o por motivaciones sociales.

Le présent décret fixe les règles d’attributions, d’organisation et de fonctionnement du Ministère de l'urbanisme, de l'habitat de la réforme foncière et de la lutte contre l’érosion côtière.

Article 7 (2) shall be amended to add the following wording: “Land-use planning projects that envisaged expropriation of land plots for public need prior to its validation shall be coordinated with state body competent in the sphere of land expropriation for public needs”.

This Regional Law establishes the composition of land-use planning documentation that must contain mapping of the territory, copy of decision of land expropriation (including bail out), land reservation for public and municipal needs, mapping of the boundaries of land servitude, and project documentation containing graphic maps.
