LAND-at-scale (LAS) is a land governance support program for developing countries from the Ministry of Foreign Affairs of the Netherlands, which was launched in 2019. The objective of the program is to directly strengthen essential land governance components for men, women and youth that have the potential to contribute to structural, just, sustainable and inclusive change at scale in lower- and middle-income countries/regions/landscapes.

Questions about how land is governed and controlled in the context of multiple crises are key to debates about fair transitions. The energy transition, net-zero ambitions, nature protection, and food system transformation all involve claims on land, water, and forests. How these claims are framed, analysed, and governed, how access to land is organised, and who gets a seat at the table to discuss key decisions are questions of urgent concern from both a fair transitions perspective and a land governance perspective. In Guatemala, a history of discrimination and inequality of opportunity led to a 36-year conflict that finally subsided with a Peace Agreement in 1996. Improvements since then have prevented a return to conflict and begun to create the conditions for sustained stability. However, the persistence of substantial inequality constitutes a risk factor for future stability and constrains Guatemala’s growth potential. Land distribution is highly unequal. The largest 2.5% of farms occupy nearly two-thirds of agricultural land while 90% of the farms are on only one-sixth of the agricultural land.

This research paper addresses the need for an adaptable theoretical framework in the context of sustainable land governance for Water–Energy–Food (WEF) systems, bridging the gap between international guidelines and contextual realities. The novel framework is useful to effectively tackle the intricate challenges of rural and peri-urban revitalisation in the Global South by providing a holistic approach that considers the multi-dimensional interactions of land with water, energy, and food systems.

Corruption in land governance is commonly defined as the abuse of entrusted power for private gain while carrying out the functions of land administration and land management. When land investors target countries with weak governance, the risk of corruption is high. Likewise, corruption is more likely to occur when local elites are able to manipulate their country’s land governance systems for their own benefit
 

From large land acquisitions that displace communities without due compensation, to the encroachment of mining on indigenous lands, to the brunt of climate change and natural disasters, to everyday land and property deprivation by kin or state, women are typically more harshly impacted by land tenure insecurity due to discriminatory laws and lingering social bias
 

This manual is intended to provide an overview of the land tenure rights to both the investment affected communities and the investors to ensure that all the different rights on land are recognized and considered.

The Ministry of Agriculture in collaboration with the Responsible Governance of Investment in Land (RGIL) project conducted national Multi-Stakeholder Dialogue (MSD) under the theme “Responsible Agricultural Investment: A Pathway to Inclusive Sustainable Development”. It was held from 21 to 22 March 2023 in Addis Ababa, at Radisson Blu Hotel. The dialogue brought together ninety-one representatives of government officials, technical experts, academia, agricultural investors, the local community, civil society organizations (CSO), consultants, and the media.

As forest tenure reform is mainstreamed around the world, outcomes are increasingly determined by the institutions that are responsible for administering its operationalisation and translating policy into implementation. This global study examines state institutional contexts of tenure reform in Kenya, Uganda, Nepal, Indonesia, and Peru. Interviews were administered in 2016–2017 using a fixed questionnaire applied across all countries involving 26–32 respondents from state implementers of forest tenure reform in each country for a total of 145 respondents.

While community forestry has shown promise to reduce rural poverty, improve reforestation and potentially offset carbon emissions, many projects have failed, either partly or completely.

This report looks at how Governments are using land in climate pledges. An international team analyzed commitments made for years 2030, 2050, and 2060 — looking at individual pledges and the implications for land use. The data should be considered a first approximation. Many national plans are still vague. There is a need for much greater clarity in nationally determined contributions about land use – and greater realism on the limits of land for carbon dioxide removal purposes.
