As many as two in three people worldwide believe that ordinary citizens can make a difference in the fight against corruption. Whether it’s taking on an abusive school system, exposing a crooked driving instructor or blocking the re-election of a corrupt mayor, these individuals are demonstrating their power to bring about lasting change in their communities.

The Global Corruption Barometer 2013 draws on a survey of more than 114,000 respondents in 107 countries. It addresses people’s direct experiences with bribery and details their views on corruption in the main institutions in their countries. This manual helps interested parties to understand and address corruption risks associated with forest carbon accounting – particularly REDD+ – programmes and strategies at the national level. Users will learn how to identify corruption risks and instruments to help address these risks within the development of national Reducing Emissions from Deforestation and Forest Degradation (REDD+) action plans and strategies, and the implementation of REDD+ and other forest carbon projects. The manual’s scope does not extend to corruption risks at the international level.

When we talk about corruption in terms of statistics, it’s easy to forget the human cost of abused power. Behind every fact or figure are real people, forced to live without the services, opportunities and rights they deserve. All too often, these stories remain hidden – silenced through threats and intimidation, or drowned out by louder, more powerful voices. But with the right help, people can and do speak out. From rural villages to global cities, we are working around the world to help people break the silence and stand up against corruption.

This report is based on research carried out in five Asia Pacific countries – China, Indonesia, Malaysia, Papua New Guinea and the Solomon Islands. This document should serve as an instrument to help in Transparency International’s constructive but critical dialogue needed to fight corruption and build integrity in the forestry sector. As such it is aimed at civil society, the private sector, and government agencies, and all those who stand to benefit from improved forest governance.

Unprecedented pressures on land and its governance have been created. As evident around the globe, where land governance is deficient, high levels of corruption often flourish. Under such a system, land distribution is unequal, tenure is insecure, and natural resources are poorly managed.

There is important evidence to suggest that corruption is a key factor contributing to the degradation of renewable natural resources. Forestry officials and law enforcement officers who are in the pockets of corrupt logging firms often turn a blind eye to activities that threaten the sustainable management of a forest’s biodiversity. Similarly, fishery inspectors endanger stocks when they accept bribes to ignore official quotas for trawlers.

The objective of this study is to evaluate the World Bank Group's (International Bank for Reconstruction and Development [IBRD], International Development Association [IDA], and International Finance Corporation [IFC]) effectiveness in promoting growth in agricultural productivity in Azerbaijan, and to derive lessons that may be relevant for the World Bank Group's future engagement in Azerbaijani agriculture.

Significantly increased rates of deforestation in Indonesia from the 1970s to the 2000s have brought pressure on law enforcement agencies to better enforce the law and prosecute forest crimes. Generally, criminal wrongdoing in the forestry sector is only prosecuted under the provisions of the Forestry Law. Several reports and results of studies suggest that these sanctions are ineffective in stopping crimes in the forestry sector because they only catch the petty criminals in the field. The main actors who fund and plan large-scale illegal activities persistently evade sanctions.

Meningkatnya laju deforestasi secara signifikan selama kurun waktu 1970-an sampai tahun 2000-an berdampak pada semakin tingginya desakan terhadap penegakan hukum kejahatan kehutanan yang lebih efektif dan komprehensif. Umumnya penanganan tindak pidana di bidang kehutanan hanya diproses berdasarkan ketentuan dalam Undang-Undang Kehutanan. Beberapa laporan dan hasil studi menyebutkan bahwa penanganan tersebut kurang efektif dalam menghentikan tindak pidana kehutanan.
