La presente Acuerdo adopta el Programa de Adquisición de Bienes para el Fondo de la Unidad Administrativa Especial de Gestión de Restitución de Tierras Despojadas, que servirá como instrumento para la asignación y entrega de tierras a las compensaciones de las víctimas cuyos bienes son imposibles de restituir y a los segundos ocupantes resultantes de los procesos de restitución, de conformidad con las providencias judiciales respectivas.

Local government shall be responsible for supervision over land-use planning of urban land in residential areas. This Housing Code shall establish requirements for acknowledgement of land plots destined for residential areas and the establishment of the boundaries thereof. It also regulated the issues of expropriation of land plots under residential facilities for public need and the modalities of compensation to the owners of the aforesaid residential facilities. The right of ownership to land plot under residential facility of the owner thereof shall be regulated by land legislation.

This Regional Law regulates relations in the sphere of turnover of agricultural land, including privatization thereof that shall be performed within the period of three years from the date of entry into force of this legislative act. Minimum land area of agricultural land plots authorized for transactions shall be established by the local government, varying from one to ten hectares and maximum agricultural land area that can be owned by a single natural or legal person shall not exceed ten percent of total available agricultural land area.

This Regional Law regulates the modalities of turnover of agricultural land. It establishes plenary powers and jurisdictional competence of the regional administration and local government in the sphere of turnover of agricultural land. Minimum land area of agricultural land plots authorized for transactions shall be equivalent to average district land share defined at the moment of land allotment free of charge and maximum agricultural land area that can be owned by a single natural or legal person shall not exceed twenty-five percent of total available agricultural land area.

Reservation of land for public needs can be performed on land of all categories independently of the form of ownership/property or use restrictions.
