Farmers in northern Laos have been experiencing a rapid transformation from subsistence agricultural production to intensive cash crop cultivation over the last decade. The current research examines land-use change patterns and the driving forces behind farmer’s decisions regarding changing land use and selecting crops, particularly in areas along the new North-South Economic Corridor that passes through Luang Namtha and Bokeo provinces in northwestern Laos.

Eight years have passed since the enactment of the 2001 Land Law, which established a framework for the recognition of land and property rights throughout Cambodia. In 2002 the multi-donor supported Land Management and Administration Project (LMAP) was initiated in order to implement key parts of the law and further develop the legal framework. LMAP has since been the key focus for the development of the Cambodian land sector. The project was due to end in December 2009.

Rural development in the uplands of Lao Peoples’ Democratic Republic (Lao PDR) has presented many challenges for farmers and their communities. Lao government policy is directed at reducing the production of upland rice and providing sustainable alternative livelihoods for upland farmers.

This document represents the country report for Vietnam’s national LGAF Study. This Study was undertaken by team of national experts, with support from the World Bank, and in collaboration with the Ministry of Natural Resources and Environment (MoNRE) in 2013.

This paper examines such interactions between industrial plantations and hydropower projects, demonstrating that it is the diverse livelihoods of local people – based on everyday use of multiple resources – that crucially connects aquatic and terrestrial environments. The paper presents case studies of social and environmental impacts occurring in the Mekong Region: in the Hinboun River Basin in Central Laos; the Xe Bang Fai River Basin, also in Central Laos; and the Sesan River Basin in northeastern Cambodia.

This paper explores the divergent processes of agrarian transition in Cambodia and Vietnam and the ways in which they intersect through flows across the border, arguing that it is not possible to understand current processes of agrarian change in Cambodia without being attentive to agrarian histories in Vietnam.

International borders and associated borderlands—especially as viewed at the national and international scales, and via regional and global-scale maps—are generally thought of as being primarily governed by national governments. In reality, however, national borders and associated borderlands are complex and varied spaces, ones that are governed not only through national laws and regulations, but also an array of policies and localized practices, both formal and informal, conceived and implemented by government agencies and other non-government entities operating at various scales.

A discussion note from Mekong Region Land governance (MRLG) summarizing findings and recommendations of a multi-stakeholder initiative and study tour conducted in Southern Laos, to study the social and environmental practices of two large scale companies holding large scale concessions in Lao PDR, published by MRLG in January 2017.

The Mekong Region Land Governance (MRLG) project and the Forestry Department of the Ministry of Natural Resources and Environmental Conservation (MONREC) co-hosted the “Mekong Region Customary Tenure Workshop” on 7-9 March 2017 in Nay Pyi Taw, Myanmar. This report outlines the main findings of the workshop, illustrated by some statements and case studies as presented by participants.

In light of the increasingly volatile nature of the land conflict in Cambodia, this report aims to describe the sources, forms and impact of the conflict throughout the country. The report offers an overview of the land conflict throughout the country and provides recommendations to the Royal Government of Cambodia.
