These Regulations designate a coastal area as a Special Protection Area in accordance with Article 4 of Directive 2009/147/EC of the European Parliament and of the Council on the Conservation of Wild Birds. The purpose is to ensure survival and reproduction of all species of birds to which Article 4 relates and in particular those listed in Schedule 3 to these Regulations. Schedule 4 lists activities that require the consent of the Minister and may cause disturbance or damage to birds protected under Schedule 3.

These Regulations provide for the proper management and control of country parks and special areas.The Regulations prohibit or restrict within a country park o special area, except in possession of a permit: the entry of persons, vehicles, boats and animals; the killing, hunting, trapping or disturbance of any form of wildlife; the taking and destruction of vegetation; the cutting, picking, uprooting, digging, etc. of any plant, part of a plant or soil; the lighting of fires; etc.

This Regional Law regulates relations originating in the process of management of regional natural resources with a view of setting up favorable conditions for rational use, protection, conservation, reproduction and increase thereof, and environmental improvement. Objects of legal regulation by this Regional Law shall be land, air, subsoil, surface water and groundwater, forests, wild fauna and wild flora, natural landscapes and protected areas. Natural resources shall be public property.

This Regional Law establishes that areas of traditional management by indigenous small ethnic communities of the North, Siberia and the Far East shall be considered protected areas destined for traditional management and ensuring traditional and customary rights of indigenous small ethic communities. Areas of traditional nature management can include: (a) stationary and non-stationary dwelling places, cattle camps, reindeer farms, hunters and fishermen sites; (b) land parcels and waterbodies used for traditional management; and (c) objects of cultural heritage.
