The increasingly interconnected nature of our world means that failing to achieve coherence between climate- and peace and security-related policy domains forms a significant climate-related security risk. Poorly designed climate policies that are insensitive to pre-existing insecurities and conflict dynamics may undermine political stability, amplify social inequalities and grievances, and accelerate a loss of biodiversity and climate change-related impacts.

Rwanda has made remarkable economic progress during the past two decades, and its annual GDP growth rate reached more than 7 percent during the 2009 to 2019 period (NISR 2021). The rapid economic growth has been pro-poor, and the poverty rate fell from 58.9 percent in 2000/01 to 38.2 percent in 2016/17 (NISR 2018). The country has also emerged as a leader among sub-Saharan African countries in promoting innovation, gender equality, and an enabling business environment for development.

On 6 February 2022, the African Union’s (AU's) Climate Change and Resilient Development Strategy and Action Plan (2022-2032) was endorsed at the 35th Ordinary Session of the AU’s Assembly of African Heads of State and Government. This is Africa’s first collective climate change action plan and Strategy that details specific suggested actions the continent needs to urgently achieve to respond to climate change. Subsequently, on the 19-20 June 2023, the AU hosted a Strategic Climate Investment Partnership Roundtable in Addis Ababa, Ethiopia.

The potential for operations research with farmer supplied data coupled with machine learning to improve crop management is explored through a series of case studies from developing countries. The information provided by the farmers ranged from solely yield to a description of the management of the crop and some details of the growth environment. The climate or weather conditions of the georeferenced farms were estimated from publicly available data bases. Two principle analytical approaches were used.
